Subject:                      Charter Review Committee Recommendations

Analysis:

The Commission appointed an eleven member committee to review the City of Leesburg’s Charter.  The Committee held four meetings and reviewed each section of the Charter.

Attached are the minutes of each meeting and the draft charter City Attorney Morrison prepared based on the Committee’s recommendations.

Once the Commission has approved the final changes, the items will be placed on the November 6, 2012, ballot for a referendum vote.

Options:

1.  Approve the Charter Review Committee recommendations; or, 

2.  Such alternative action as the Commission may deem appropriate

Fiscal Impact: 

The cost depends on the number of ballot pages required for the referendum.  Currently, Leesburg has 11,000 registered voters and the cost is $.13 per page.   Several variables will determine the total cost such as the increase in voters because this is a “Presidential Year” and how our referendum increases the number of ballot pages. The minimum cost should be approximately $1,500.00 (11,000 x $.13 = $1,430.00)
