Subject: Resolution authorizing execution of an agreement with Bellomo-Herbert and Company, Inc. for the Downtown Streetscape Project utility relocation design services
Recommendation:
Staff recommends adoption of the resolution
authorizing execution of an agreement with Bellomo-Herbert and Company, Inc. for a total amount of
$40,147.00.
Analysis:
The Greater Leesburg Community Redevelopment Agency
(GLCRA) has an agreement with Bellomo-Herbert
and Company, Inc. to provide professional design services for the Downtown
Streetscape Project (9th Street to 14th Street). The original agreement was for engineering
design for roadway and
storm system reconstruction, complete replacement of surface improvements
including curbs and sidewalks, signage, landscaping and irrigation, but did not include design services for utilities.
Utility
design was not included because it was not known at the time how much, if any
utility work would be required for the project.
The utility departments were to be responsible for their own design
work. Presently, the preliminary streetscape design has been completed to
a level that the required utility work can be well characterized and sufficient
for a scope of utility design services to be developed.
The
Electric and Gas Utilities will provide their own in-house design services for
their respective utilities. This
agreement between the City and Bellomo-Herbert is for design services for the
water, reclaimed water and wastewater infrastructure. There will also be design work for electric
outlets and specialty lighting not part of the Electric Utility infrastructure.
The dollar amount of this agreement does
not trigger the State of Florida statute (CCNA) for the acquisition of
professional services. Therefore, it is
acceptable to contract with Bellomo-Herbert as a matter of convenience since
the firm is already doing the downtown streetscape design under contract with
the GLCRA.
Options:
- Approve the resolution authorizing the execution of an
agreement with Bellomo-Herbert
and Company, Inc., or
- Such alternative action the
Commission may deem approriate.
Fiscal Impact:
These services will
be funded from three areas; 1) Water Utility - $13,851.00, 2) Wastewater
Utility - $20,756.00, and GLCRA - $5,540.00.
Funds are available in each of these areas for this design work.

RESOLUTION OF THE CITY COMMISSION OF THE CITY
OF LEESBURG, FLORIDA AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE AN
AGREEMENT WITH BELLOMO-HERBERT AND COMPANY, INC. FOR
PROFESSIONAL ENGINEERING SERVICES RELATED TO THE DESIGN FOR THE DOWNTOWN
STREETSCAPE PROJECT FOR A TOTAL OF $40,147.00;
AND PROVIDING AN EFFECTIVE DATE.
BE
IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF
THAT
the Mayor and City
Clerk are hereby authorized to execute an agreement with BELLOMO-HERBERT AND
COMPANY, INC. whose address is 833 Highland
Avenue, Suite 201, Orlando, FL 32803 for utility
relocation design services for the Downtown Streetscape Project.
THAT
this resolution shall become effective immediately.
