Subject:                      Resolution authorizing a Tower Operating Agreement between the Federal Aviation Administration and the City of Leesburg, Leesburg International Airport

 

 


Staff Recommendation:

Staff recommends approval of the Tower Operating Agreement with the Federal Aviation Administration (FAA).

 

Analysis:

Before the air traffic control tower (ATCT) at Leesburg International Airport opened in October, 2006, the City signed a Contract Airport Traffic Control Tower Operating Agreement with the FAA. The FAA has recently updated their tower agreement document and is requesting that all sponsor owned FAA contract towers update their contracts. The ATCT at Leesburg International meets or exceeds all of the requirements as outlined in the attached agreement.  Please note that staffing costs related to the ATCT are paid in full by the FAA. 

 

Options:

1.  Approve the Tower Operating Agreement with the FAA; or

2.  Such alternative action as the Commission may deem appropriate.

 

Fiscal Impact: 

Approval of this agreement will have no fiscal impact on the City of Leesburg.

RESOLUTION OF THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE A TOWER OPERATING AGREEMENT WITH THE FEDERAL AVIATION ADMINISTRATION RELATED TO THE AIR TRAFFIC CONTROL TOWER AT LEESBURG INTERNATIONAL AIRPORT; AND PROVIDING AN EFFECTIVE DATE.

 

BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA:

 

            THAT the Mayor and City Clerk are hereby authorized to execute a Tower Operating Agreement with the Federal Aviation Administration whose address is ATO-Easter Service Center, AJV-E37, P. O. Box 20636, Atlanta, Georgia 30320 for the Air Traffic Control Tower at Leesburg International Airport.

 

             THAT this resolution shall become effective immediately.
