Subject:                      Resolution authorizing the execution of an agreement with Perry Roofing Contractors for re-roofing services at Leesburg Community Building

 

 


Staff Recommendation:

Staff recommends approval of the resolution authorizing execution of an agreement with Perry Roofing Contractors for $125,953.

 

Analysis:

Performance consists of furnishing all labor, materials, tools, equipment and incidentals and performing all services for the removal of the existing roof and installation of a new modified bitumen roof at the Leesburg Community Building at 109 E. Dixie Avenue.

 

The roof currently does not have any leaks.  Staff wants to replace the roof prior to any failures that could result in damage to the structure.  The existing roof has an insulating factor of about R-1.  The new roof will be foam with a 1/8” slope.  This foam will provide an average insulating factor of R-13.  This increase in ‘R’ value should result in lower utilities for heating and cooling.

 

On January 9, 2012, the Purchasing Division issued Invitation to Bid number 120061.  Notification of this opportunity by legal advertisement in the Daily Commercial was made.  As well as posting on-line at BidSYNC.com.

 

On February 7, 2012 sealed bids were received from five prospective contractors.  Bids were evaluated by purchasing and public works staff who determined Perry Roofing Contractors submitted the most favorable reasonable and responsible bid.  A review of references revealed the contractor has performed similar contracts for Levy County and the University of Florida.

 

Perry Roofing Contractors submitted the only bid which responded with a bid to the base specification, as well as, the Alternate specification at 2.02 A. 5 allowing for a 1/8” slope resulting in a deduction of $15,947.00 from their $141,900.00 base bid.

 

The Local Business Enterprise (LBE) preference was not a factor in this bid evaluation.  There was only one bidder, Britt Construction from Groveland that met the LBE requirements.  Their bid exceeded the low bidder by 16% well above the 1% limit established by the City’s LBE policy.

RESOLUTION OF THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE AN AGREEMENT WITH PERRY ROOFING CONTRACTORS, INC. FOR CONTRACTOR SERVICES TO REPLACE THE ROOF AT THE LEESBURG COMMUNITY BUILDING FOR A TOTAL COST OF $125,953; AND PROVIDING AN EFFECTIVE DATE.

 

BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA:

 

            THAT the Mayor and City Clerk are hereby authorized to execute an agreement with PERRY ROOFING CONTRACTORS whose address is 2505 71st Place, Gainesville, Florida 32653 for the Leesburg Community Building Re-roofing construction services pursuant to Invitation to Bid 120061.

 

             THAT this resolution shall become effective immediately.

 

PASSED AND ADOPTED by the City Commission of the City of Leesburg, Florida, at a regular meeting held the __12th___ day of __March__ 2012.
