establishing the special events venue area for the 16th Annual
Leesburg Bikefest
Staff Recommendation:
Staff requests the City Commission
review the proposed special events venue area map for the 16th
Annual Leesburg Bikefest and vote to approve a special event venue area.
Analysis:
The
City of Leesburg and the Leesburg Partnership will be hosting the 16th
Annual Leesburg Bikefest on April 27 – 29, 2012.
The
three day attendance of the event is projected to be as high as approximately
250,000 participants. Per Chapter 26 –
Special Events of the City of Leesburg Code of Ordinances, it is the
responsibility of the City Commission to approve the special event venue area
of any major special event with an expected attendance of 30,000 participants
or more. Additionally, in order to better plan the logistical and emergency
services for the event, it is recommended that the City Commission establish an
official special event venue area for the 16th Annual Leesburg
Bikefest.
The
event organizer, the Leesburg Partnership is proposing to expand the Bikefest
Venue Area for 2012 to include the highlighted areas in red as identified in
the venue area map as indentified as Exhibit A and Exhibit B that includes the
Gator Harley-Davidson dealership located on U.S. Highway 441.
Options:
1.
Approve
the proposed special events venue area maps as identified as Exhibit A &
Exhibit B.
2. Other such action as the Commission may deem appropriate.
Fiscal Impact:
Because
of the activities proposed in the
expanded special events area for the 16th Annual Leesburg Bikefest,
it is not likely that an expansion of the special events venue area for 2012
will add any significant fiscal impact to the City of Leesburg. However, for future years, further expansion
of event festivities (i.e. vendors, entertainment, etc.) in the expanded venue
area could result in additional needs in services of the City of Leesburg, Lake
County and the State of Florida resulting in additional costs for the event
organizer and the City of Leesburg.

A RESOLUTION OF THE
CITY OF LEESBURG ESTABLISHING THE SPECIAL EVENTS VENUE AREA FOR THE 16th
ANNUAL LEESBURG BIKEFEST TAKING PLACE FROM APRIL 27 THROUGH APRIL 29, 2012 IN THE CITY OF LEESBURG; AND PROVIDING AN
EFFECTIVE DATE.
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY
OF
WHEREAS, the 16th
Annual Leesburg Bikefest is an annual major special event being held in the
City of Leesburg on April
27 – 29, 2012; and
WHEREAS, as many as 250,000
attendees from the City of Leesburg, Lake County and all across the country
will be attending the event; and
WHEREAS, per the revision in Chapter 26 - Special Events of the Leesburg Code of
Ordinances that requires the City Commission to establish a special events
venue area for any special event with an expected attendance of 30,000 or more
participants; and
WHEREAS, in order to enable the City of Leesburg, Lake County and the State of
Florida to properly provide logistical and emergency services to ensure the
safety and well being of the event’s attendees; and
WHEREAS, the City Commission
of the City of Leesburg recognizes the need to establish an event boundary area
to assist in the provision of the aforementioned requirements and services for
the 16th Annual Leesburg Bikefest.
NOW, THEREFORE, BE IT RESOLVED by the City
Commission of
THAT
the City of Leesburg does hereby establish the official special event venue
area for the 16th Annual Leesburg Bikefest as shown on Exhibits A
and B.
PASSED AND RESOLVED this 12th day of March 2012, by the City Commission of the City of
Leesburg, Florida.
