Staff Recommendation:

Staff recommends approval of the resolution authorizing execution of the agreement with DRMP, Inc. for a total amount of $151,131.22.

 

Analysis:

The purpose of this project is to contract with a qualified engineering firm to provide Construction Engineering and Inspection (CEI) services in support of the Leesburg Wildwood Trail Construction.  The contracted firm will serve as the City’s project manager on this project.  This service is required by the Florida Department of Transportation, the funding agency.

 

The contracted firm will supervise the project to insure the contractor (still to be determined) is constructing the project according to the FDOT approved plans and specifications.  The cost of the CEI services are covered by the grant funds with no cost to the City.

 

Procurement Analysis:

Acquisition of professional engineering services is governed by State of Florida Statute 277.055, better known as the Consultants Competitive Negotiation Act or CCNA. This statute requires professionals be selected based on qualifications evaluated through a Request for Qualifications process. The Purchasing Division issued RFQ 120023 on November 14, 2011 soliciting interested and qualified firms to submit responses to the RFQ.

 

On December 15, 2011 the City received three responses from the following firms:

 

  • DRMP, Inc. (DRMP), 941 Lake Baldwin Lane, Orlando, FL 32814
  • HDR Construction Control Corporation, 311 East Robinson Street, Orlando, FL 32801
  • Hill International, Inc., 5337 Millenia Lakes Blvd., Orlando, FL 32839

 

An evaluation committee consisting of four City staff members evaluated the responses according to the published evaluation criteria. The evaluation results are summarized here with a detailed evaluation sheet attached for your review.

Following receipt of the evaluation committee’s determination to rank DRMP as the highest rated firm, the Purchasing Division requested a fee proposal from the DRMP for providing Leesburg-Wildwood Trail CEI services over the ensuing construction service project presently out for bid.  Staff will be bringing the construction portion of this project to commission for consideration.

 

DRMP’s initial fee proposal submission of $209,350.14 exceeded the budget estimate for these services and appeared a little high.  With the assistance of FDOT construction staff familiar with CEI type trail projects, the Purchasing and Public Works Departments entered into price discussions with DRMP which resulted in receipt of a revised fee proposal in the amount of $151,131.22 which was considered fair and reasonable by FDOT and City staff.

 

Options:

1.  Authorize execution of the agreement with DRMP, Inc.; or

2.  Such alternative action as the Commission may deem appropriate.

 

Fiscal Impact: 

The total cost of CEI services will be 100% grant funded.  The Florida Department of Transportation (FDOT) is providing 100% funding for the Leesburg Wildwood Trail project under FDOT Local Agency Program Agreement 424444-1-58-01.

RESOLUTION OF THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE AN AGREEMENT WITH DRMP, INC. FOR PROFESSIONAL CONSTRUCTION ENGINEERING AND INSPECTION SERVICES REGARDING THE LEESBURG WILDWOOD TRAIL IN THE AMOUNT OF $151,131.22; AND PROVIDING AN EFFECTIVE DATE.

 

BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA:

 

            THAT the Mayor and City Clerk are hereby authorized to execute an agreement with DRMP, Inc., whose address is 941 Lake Baldwin Lane, Orlando, Florida 32814 for providing construction engineering and inspection services pursuant to solicitation number RFQ 120023.

 

THAT this resolution shall become effective immediately.
