Recommendation:
Staff
recommends approval of the resolution authorizing execution of an annual fixed
unit price agreement with the Otto Environmental Systems (NC), LLC for the purchase of poly mobile refuse containers. Staff further recommends approval of the
purchase of 504 containers for a total of $23,214.24.
Analysis:
The Solid Waste
Division of Public Works budgets annually for the purchase of new poly refuse
containers and repair parts. The carts
purchased must meet specifications in order to work with our garbage trucks,
both manual and automated.
On March 12,
2012, the Purchasing Division issued Invitation to Bid 120161 for poly mobile
refuse containers. On March 27, 2012,
three (3) bids providing fixed unit prices were received and are summarized
here.

Otto Environmental provides poly mobile
refuse carts under similar contract awards from the cities of Clermont (10,000
carts), Apopka (26,000 carts), Ocoee (26,000 carts), and Tampa (70,000
carts). The Solid Waste Division Manager
has contacted the City of Clermont and confirmed the containers have performed
well.
The Purchasing Division has deemed Otto
Environmental Systems (NC), LLC the lowest responsive and responsible bidder.
Options:
1. Approve execution of
the agreement with Otto Environmental Systems (NC), LLC or
2. Such alternative action as the Commission may
deem appropriate
Fiscal Impact:
Funding
is budgeted and available for the estimated annual cost of $30,000.00 for FY
2012 in the account listed below.

RESOLUTION
OF THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA AUTHORIZING EXECUTION OF
A FIXED UNIT PRICE AGREEMENT WITH OTTO ENVIRONMENTAL SYSTEMS (NC), LLC FOR POLY
MOBILE REFUSE CONTAINERS PURSUANT TO
INVITATION TO BID 120161; AND PROVIDING AN EFFECTIVE DATE.
BE IT RESOLVED BY THE CITY COMMISSION OF
THE CITY OF LEESBURG, FLORIDA:
THAT the Mayor and City Clerk are hereby
authorized to execute an agreement with OTTO
ENVIRONMENTAL SYSTEMS (NC), LLC, whose address is 12700
General Drive, Charlotte, NC 28273 for Poly Mobile Refuse Containers pursuant to Invitation
to Bid 120161.
THAT
this resolution shall become effective immediately.

Commission of the City of Leesburg, Florida, at a regular meeting held the _11th_
