Staff Recommendation:
Staff
recommends approval of the resolution authorizing execution of an agreement
with Matcon
Construction Services, Inc.
for restroom renovation project at Fire Station 1 for $49,202.50.
Analysis:
The purpose of this project is to renovate the
restroom and locker room facilities at Fire Station 1 to accommodate both male
and female firefighters. The work will
involve demolition of the existing single combined restroom/locker room and
construct three separate restroom/shower units.
Each new unit will include a toilet, sink, and shower and be segregated
from the other units.
The current restroom/locker room facilities cannot
be used at the same time by different sex firefighters. When a female firefighter(s) needs to use the
restroom or shower facilities the entire facility is not available to male
firefighters.
Performance consists of furnishing all labor,
materials, tools, equipment, incidentals, and performing all services for
renovating the Fire Station 1 restroom area located at 201 S. Canal
Street.
Temporary
portable sleeping and restroom/shower facilities will be brought on-site for
use during construction. The cost of
these temporary facilities is not included in the cost of construction. The City will contract separately with a
vendor to provide the temporary facilities.
On
April 23, 2012, the Purchasing Division issued Invitation to Bid number
120141. Notification of this opportunity
was made by legal advertisement in the Daily Commercial, as well as, posting
on-line at BidSYNC.com.
On
May 24, 2012 sealed bids were received from four prospective contractors. Bids were evaluated by Purchasing and Public Works
staff which determined Matcon Construction Services, Inc. submitted the most
favorable, reasonable, and responsible bid.
A survey of references revealed the contractor has successfully
performed similar contracts since 2008.
A review of the Department of Professional Regulation website revealed
the contractor is appropriately licensed and has not had any complaints filed
with the State.

The
Local Business Enterprise (LBE) preference was not a factor in this bid
evaluation in that the two LBE contractor’s bids were not within the 1 percent
limit established by the LBE policy.
Options:
1. Approve execution of
the agreement with Matcon
Construction Services, Inc.; or
2. Such alternative action as the Commission may
deem appropriate
Fiscal Impact:
This project is included in the approved City
Budget for a total cost of $90,000 (source of funds is the 2004 Capital
Improvement Bonds). To date, $86,000 is
available. This $49,202.50 does not
include temporary facilities, which will not exceed budget.

RESOLUTION OF THE CITY COMMISSION OF THE CITY
OF LEESBURG, FLORIDA AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE A
CONSTRUCTION SERVICES AGREEMENT WITH MATCON CONSTRUCTION SERVICES, INC. FOR THE
FIRE STATION 1 RESTROOM RENOVATION PROJECT FOR A COST OF $49,202.50; AND
PROVIDING AN EFFECTIVE DATE.
BE IT RESOLVED BY THE CITY COMMISSION OF
THE CITY OF LEESBURG, FLORIDA:
THAT the Mayor and City Clerk are hereby
authorized to execute an agreement with MATCO CONSTRUCTION SERVICES, INC. whose address is 1717 Busch Blvd., Suite 601,
Tampa, Florida 33612 for the Restroom Renovation construction
services pursuant to Invitation to Bid 120141.
THAT
this resolution shall become effective immediately.
