Staff Recommendation:
Staff
recommends the City Commission approve an agreement leasing Suite 103, 8701
Airport Boulevard to Mid Florida Chapter 534 Experimental Aircraft Association,
Inc., in consideration for certain promotional activities undertaken by the
Chapter on behalf of the City of Leesburg.
Analysis:
Suite
103 is the smaller of two hangers currently located in the group of buildings
that formerly housed Triangle Aviation at the west end of Airport Boulevard. The local Chapter of the Experimental
Aircraft Association, a non-profit organization located at Leesburg
International Airport, approached the City to request the use of this hanger
(which is currently vacant) for Chapter activities such as aircraft owner
maintenance seminars, flight safety instruction, aircraft building projects,
and as a base to undertake exploratory flights with local youth (part of the
EAA’s “Young Eagles” program).
In
return for use of the hanger at Suite 103, the EAA Chapter is willing to assist
the City in its efforts to promote Leesburg International Airport to the
general public and outside aviation businesses and pilots by hosting a variety
of programs and events throughout the coming 12 months at no cost to the City. Additionally, the EAA Chapter has agreed to
handle routine maintenance to the rooms and infrastructure (plumbing,
electrical and HVAC) which are located inside the hanger, again at no cost to
the City.
The
term of the lease will be for one year, with an option to renew if both parties
are satisfied with the status of the arrangement and the EAA Chapter
satisfactorily complies with its contractual obligations. Should the facility be required in the future
for another tenant, the City has the option of terminating the lease with a six-month
notice. The inclusion of this provision
is intended to protect the City’s grant assurances with the FAA.
At
their June 13, 2012 regularly-scheduled meeting, the Airport Advisory Board
voted five to zero to recommend to the City Commission to approve the lease
with the Mid Florida Chapter 534 Experimental Aircraft Association, Inc.
Options:
1. Approve Resolution authorizing execution of a
Lease Agreement between the City of Leesburg and Mid Florida Chapter 534
Experimental Aircraft Association, Inc.
2. Such alternative action as the Commission may
deem appropriate
Fiscal Impact:
The
financial benefit the City will receive by having the EAA Chapter perform the
promotional activities outlined in Section 2 of the Lease Agreement has been
conservatively calculated at $5,500/year (which works out to $458/month). The City will also be relieved of the cost
associated with normal routine maintenance to the hanger.

RESOLUTION BY THE CITY COMMISSION OF THE CITY
OF LEESBURG, FLORIDA AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE A LEASE
AGREEMENT WITH MID FLORIDA CHAPTER 534 EXPERIMENTAL AIRCRAFT ASSOCIATION, INC.,
ALLOWING USE OF CERTAIN HANGER SPACE AT LEESBURG INTERNATIONAL AIRPORT, AND TO PROVIDE AN EFFECTIVE DATE.
BE IT RESOLVED BY THE CITY COMMISSION OF
THE CITY OF LEESBURG, FLORIDA:
THAT the Mayor and City Clerk are hereby
authorized to execute a Lease Agreement with Mid Florida Chapter 534
Experimental Aircraft Association, Inc.,
whose filing address is listed as 5129 China Sea Drive, Tavares, FL 32778, allowing use
of hanger space located at Suite 103, 8701 Airport Boulevard, Leesburg
International Airport.
THAT
this resolution shall become effective immediately.
