Subject: Resolution authorizing execution of an agreement with Suncoast Paving, Inc. for the Leesburg Wildwood Trail construction project.

 

 


Staff Recommendation:

Staff recommends approval of the resolution authorizing execution of an agreement with Suncoast Paving, Inc. (SPI) for the Leesburg Wildwood Trail construction project totaling $915,589.70.

 

Analysis:

This project is for the construction of a Multi-Use Recreational Trail (MURT). This project will enhance and extend the existing MURT system within Leesburg. This project begins at 14th Street and ends at Jones Road. A spur connection to the Leesburg Gymnasium located just south of Griffin Road is also included. The total project length is approximately 3.49 miles and includes connections to several parks, schools, trails shopping areas, and downtown Leesburg. The specific areas for construction are shown on the attached location map.

 

The construction consists of a 15-foot wide MURT. The cost of construction services includes maintenance of traffic, erosion control, utility coordination, signing, pavement markings, and landscaping. The project also consists of installation of trash receptacles, benches, picnic tables and a custom shade structure, and the construction of a Historic Railroad Interpretive Display.

 

The total cost of these construction services are fully funded by the Florida Department (FDOT) of Transportation Local Agency Program Grant (LAP). There is no match required from the City.

 

The total cost of this project including Construction Engineering, and Inspection services provided by DRMP ($151,131.22) and construction services provided by Suncoast Paving ($915,589.70) is $1,066,720.92. The balance of the FDOT grant funding ($530,972.08) will be de-obligated by FDOT and return to the State.

 

Procurement Analysis:

On October 10, 2011, the City Commission approved resolution number 8934 accepting Local Agency Program (LAP) funding from the Florida Department of Transportation (FDOT) for construction of the Leesburg Wildwood Trail in the amount of $1,597,693.00 under Financial Project No: 424444-1-58-01.

 

On April 2, 2012, the Purchasing Division issued Invitation to Bid (ITB) number 120041 inviting interested and qualified firms to submit sealed bids for consideration by the City. On May 3, 2012, the City received a sealed bid from nine (9) firms summarized here for your review.

Purchasing and Public Works staff has evaluated the bids received and determined Suncoast Paving, Inc. to be the lowest responsible and responsive bidder.

 

Local vendor preference was not applicable to this acquisition as state funding prevents use of a preference based on geographic location. Staff would like to note Suncoast Paving has listed Beesley Construction of Leesburg as a subcontractor for site work totaling $300,000.00.

 

Options:

1. Authorize execution of an Agreement with Suncoast Paving, Inc. for a total of $915,589.70; or

2. Such alternative action as the Commission may deem appropriate

 

Fiscal Impact:

This project is included in the current budget and will be 100% reimbursed by the Florida Department of Transportation Local Agency Program grant.

 

Staff performed an analysis of and estimate ongoing annual routine maintenance of the trail will require 356 person hours at a cost of $4,628.00 for all labor related to landscape maintenance and solid waste collection. Another $922.00 is estimated for equipment related costs for a total annual amount of $5,550.00.

RESOLUTION OF THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE A CONSTRUCTION SERVICES AGREEMENT WITH SUNCOAST PAVING FOR THE CONSTRUCTION OF THE LEESBURG WILDWOOD MULTI-USE RECREATIONAL TRAIL (MURT) FOR A COST OF $915,589.70; AND PROVIDING AN EFFECTIVE DATE.

 

BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA:

 

THAT the Mayor and City Clerk are hereby authorized to execute an agreement with SUNCOAST PAVING, INC. whose address is 800 ANCLOTE ROAD, TARPON SPRINGS, FLORIDA for construction services related to the construction of the Leesburg Wildwood Multi-Use Recreational Trail pursuant to Invitation to Bid 12004.

 

THAT this resolution shall become effective immediately.
