Subject: Ordinance for rezoning for the City of Leesburg from County undesignated to City P (Public)
for the Leesburg Wildwood Multi-Use Recreational Trail
(MURT) property

Staff Recommendation:
The
Planning staff recommends approval of the proposed rezoning for the subject
property from
County undesignated to City P (Public).
Analysis:
The
project site is approximately 19.6 acres.
The property is generally located approximately one-half mile north of
West Main and CR 44, beginning at CR468
going west for a distance of approximately one and one-half (1.5) miles as
shown on the attached General Location Map. The present zoning for this
property is County undesignated. The current use of the property is vacant rail
road right-of-way. The surrounding zoning designations are numerous City and County
zonings such as City R-3 (High Density Residential), M-1 (Industrial), RP
(Residential Professional) and C-1 (Neighborhood Commercial), and County A
(Agriculture), R-7(Mixed Residential) and CFD (Community Facilities District). The surrounding Future Land Use Map
designations are Lake County Urban and Industrial, and City of Leesburg
Industrial and Low Density. The existing
Land Use designation for the subject property is Lake County Urban and the
proposed is City Institutional.
The
proposed zoning district of City P (Public) is compatible with the adjacent and
nearby properties in the area and with a future land use designation of City Institutional. This is continuation
of the multi-purpose recreation trail (Wild-Lee Trail). This request does not
appear to create a detriment to the surrounding properties.
The existing land uses surrounding the
property are single family, undeveloped, seafood market, and industrial.
The property currently has City
utilities available.
The Planning
Commission vote from the July 19, 2012
meeting will be presented at the City Commission meeting because of scheduling
difficulties resulting from the need to meet FDOT funding requirements
.
Options:
1. Approve the proposed rezoning to City P (Public) thereby
allowing consistent zoning and development standards for this area.
2. Other
such action as the Commission may deem appropriate.
Fiscal Impact:
There
is a positive fiscal impact to the City through the further development of this
property.

Based upon the petition of the
City of Leesburg, the petitioner of the property
hereinafter described, which petition has heretofore been approved by the City
Commission of the City of Leesburg Florida, pursuant to the provisions of the
Laws of Florida, the said property located in Lake County, Florida, is hereby
rezoned from County
undesignated to City P (Public), to-wit:
