Subject:                      Resolution approving an Interlocal Agreement between the City of Leesburg and the Lake County School Board for funding of the Energy Lab at Leesburg High School

 

 


Staff Recommendation:

Staff recommends approval of the Interlocal Agreement between the City of Leesburg and the Lake County School Board for funding of the Energy Lab at Leesburg High School.

 

Analysis:

On April 9, 2012, the City Commission approved an appropriation of $220,000 from the Leesburg Electric enterprise fund to assist with the acquisition of supplies, equipment, educational software, and other activities necessary to outfit an Energy Lab at Leesburg High School.  The intentions of the City and School Board are formalized in this Interlocal Agreement.  The agreement provides for funds to be disbursed to the School Board on a reimbursement basis.  Purchases must be approved, in writing, by the City Manager in advance.

 

Should the School Board discontinue the Power Academy within five years, the City shall have first right of refusal to recover any equipment purchased with the grant funds.

 

The Power Academy has already enrolled its first 60 students.  The first year will be all freshman students, with the program expanding by one grade level each year until a four year program is in place.

 

Options:

1.  Approve the Resolution authorizing the Mayor and City Clerk to sign the Interlocal Agreement with the Lake County School Board; or

2.  Such alternative action as the Commission may deem appropriate

 

Fiscal Impact: 

Funds totaling $220,000 were appropriated on April 9, 2012 from the Electric Enterprise Fund and will be reflected on the fourth quarter budget adjustments for the current year.

RESOLUTION OF THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA, AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE AN INTERLOCAL AGREEMENT WITH THE SCHOOL BOARD OF LAKE COUNTY, FLORIDA FOR FUNDING THE LEESBURG HIGH SCHOOL ENERGY LAB; AND PROVIDING AN EFFECTIVE DATE.

 

BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA:

 

            THAT the Mayor and City Clerk are hereby authorized to execute an Interlocal Agreement with the School Board of Lake County whose address is 525 N. Georgia Avenue, Howey-in-the-Hills, FL  34737, for funding the Leesburg High School Energy Lab.

 

             THAT this resolution shall become effective immediately.

 

PASSED AND ADOPTED by the City Commission of the City of Leesburg, Florida, at a regular meeting held the 27th day of August 2012.
