Staff Recommendation:
Staff recommends approval of the
submitted Lease Agreement with Sunair Aviation, Inc., for Suites 101 & 102,
8701 Airport Boulevard.
Analysis:
Sunair
Aviation, Inc., currently leases Suite 102 at Leesburg International Airport,
which is the larger of two hangars located in the group of buildings that
formerly housed Triangle Aviation at the west end of Airport Boulevard. Mr. Brian Sapp, owner and operator of Sunair
Aviation, has approached the City with a request to enter into a lease for the
adjoining Suite 101, which formerly was used as the offices of Triangle
Aviation. The attached diagram shows the
relationship of the offices in Suite 101 to Mr. Sapp’s hangar in Suite 102.
The
submitted Lease Agreement effectively cancels Mr. Sapp’s previous lease for
Suite 102, and substitutes an entirely new lease for both Suites 101 & 102
combined. The term of the new lease will
be for five years, with one 5-year extension.
Similar to its other leasing arrangements with Sunair Aviation, the City
will be responsible for outside maintenance of the building (including the
roof) and general maintenance of the HVAC.
Sunair will be responsible for maintaining the interior of the building
as well as maintenance of the adjoining grounds and landscaping. Sunair will be painting the exterior of the
building in the near future. The terms
covering maintenance are generally similar to those which the City has used in
leases for other buildings that it owns at Leesburg International Airport.
At
the July 11, 2012 regularly-scheduled Airport Advisory Board meeting, the Board
members present voted _3_ to _0_ (2 members absent) to recommend
to the City Commission that the submitted Lease Agreement be approved.
Following
discussion of this item at the City Commission’s July 23, 2012 bi-monthly
meeting, the Commission voted to table action on Sunair’s lease agreement
pending a report on the condition of the building and roof at 8701 Airport
Boulevard. Glen Howard, City Project
Manager, was asked to inspect the building, roof and HVAC system, and report on
the condition of these items. Mr. Howard
report states that the metal roof above Suite 101 is a newer roof that appears
to be in good condition. Mr. Howard
suggested that it may be advisable to have a roofing contractor verify that all
the screws are tightened down properly and possibly do a small amount of
caulking along the seam at the intersection of the roof where it joins with the
roof over Suite 102.
The
roof sections covering Suite 102 and Suite 103 (the latter being used by EAA
Chapter 534) are considerably older than the roof over Suite 101 and have been
coated at some point in the past with an elastomeric material. Mr. Howard indicated that he felt there are probably
some small leaks in the roof system, but he does not believe that they are
major at this time. Mr. Howard did
suggest replacing the skylights over Suite 102 in the same manner that was done
recently over Suite 103.
When
the sections of roof over either Suite 102 or Suite 103 reach a stage requiring
replacement, Mr. Howard recommends that they both be replaced at the same time.
The area of the two combined roofs is approximately 10,187 square feet. To replace a metal roof the City can expect to
pay approximately $8.25 per square foot.
This would equate to a total cost of $84,042.75.
Mr.
Howard reports that the A/C in Suite 101 looks to be in good condition. The air handler appears fairly new, and the
condenser is not in bad shape.
Options:
1. Approve the submitted Lease Agreement with
Sunair Aviation, Inc.
2. Such alternative action as the Commission may
deem appropriate
Fiscal Impact:
The monthly rent for Suites 101 &
102 combined will be $1,450.00. This
amount is subject to adjustment according to the annual change in CPI-U,
beginning July 2014 and continuing yearly thereafter.

RESOLUTION OF THE CITY COMMISSION OF THE CITY
OF LEESBURG, FLORIDA AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE A LEASE
AGREEMENT WITH SUNAIR AVIATION, INC., FOR THE RENTAL OF SUITES 101 AND 102,
8701 AIRPORT BOULEVARD, LEESBURG INTERNATIONAL AIRPORT; AND PROVIDING AN
EFFECTIVE DATE.
BE IT RESOLVED BY THE CITY COMMISSION OF
THE CITY OF LEESBURG, FLORIDA:
THAT the Mayor and City Clerk are hereby
authorized to execute an agreement with
Sunair Aviation, Inc., whose address is
8806 Airport Boulevard, Leesburg, Florida 34788, for the
rental of Suites 101 and 102, 8701 Airport Boulevard, Leesburg International
Airport.
THAT
this resolution shall become effective immediately.
