Subject: Resolution approving an agreement with the Carver Heights/Montclair Area Community Redevelopment Agency to Administer Neighborhood Stabilization Program 3

Staff Recommendation:

Staff recommends approval of the resolution authorizing the City of Leesburg to execute an agreement with the Carver Heights/Montclair Area Community Redevelopment Agency (CRA) to administer the Neighborhood Stabilization Program 3.

Analysis:

The City has entered into an “Agreement Between Lake County, Florida And City of Leesburg For The Neighborhood Stabilization Program 3, RFP #11 – 0223” (the “NSP Agreement”), to assist in the acquisition and remediation of housing stock to serve low income residents of the area comprising the CRA. The City desires the Carver Heights CRA administer the NSP Agreement, and the Carver Heights CRA desires to administer the NSP Agreement for the furtherance of its goals and purposes as outlined in its Community Redevelopment Plan. This Contract is entered into between the City and the CRA to outline the terms and conditions under which the CRA will act on behalf of the City to implement to NSP Agreement.

Options:

1. Approve the resolution authorizing execution of the agreement ; or

2. Such alternative action as the Commission may deem appropriate.

RESOLUTION OF THE CITY COMMISSION OF THE OF LEESBURG, FLORIDA, AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE AN AGREEMENT WITH THE CARVER HEIGHTS/MONTCLAIR AREA COMMUNITY REDEVELOPMENT AGENCY TO ADMINISTER THE CITY OF LEESBURG'S AGREEMENT WITH LAKE COUNTY FLORIDA FOR NEIGHBORHOOD STABILIZATION PROGRAM (NSP3) FUNDS FOR USE WITHIN THE BOUNDARIES OF THE CARVER HEIGHTS/MONTCLAIR AREA COMMUNITY REDEVELOPMENT AGENCY'S BORDERS; AND PROVIDING AN EFFECTIVE DATE.

BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA:

THAT the Mayor and City Clerk are hereby authorized to execute an agreement with Carver Heights/Montclair Area Community Redevelopment Area, whose address is Post Office Box 490630, Leesburg, FL 349749-0630, for the administration of the Neighborhood Stabilization Program 3.

THAT this resolution shall become effective immediately.
