Subject: Resolution authorizing the City to submit an application and accept a grant if awarded from the Small Cities Community Development Block Grant Program for Fiscal Year 2012

Staff Recommendation:

Staff recommends approval of the City to submit an application and accept a grant if awarded from the Florida Department of Economic Opportunity for a grant under the Neighborhood Revitalization category in the amount of $750,000.

Analysis:

The City is applying to the Florida Department of Economic Opportunity (DEO) for a grant in the amount of $750,000 to make improvements in the Carver Heights Community. The project will undertake flood and drainage improvements and the undergrounding of electricity with electric underground reconnects for individual units.

The Citizen Advisory Task Force (CATF) met on August 30, 2012 and determined the flood and drainage improvements and undergrounding of electricity with underground reconnects were the top priority for the use of CDBG funding. The activities, dollar amounts and estimated percentage, benefit low and moderate income persons for whom the City of Leesburg is applying for are as follows:

Fiscal Impact:

The City can potentially receive up to $750,000 in grant funding. The City has committed to a matching fund cost of $125,000 which will come from the proposed Electric Capital Projects 2012/2013 budget.

A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA AUTHORIZING THE MAYOR AND CITY CLERK TO SUBMIT AN APPLICATION AND ACCEPT A GRANT IF AWARDED FOR THE SMALL CITIES COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM FOR FISCAL YEAR 2012; AND PROVIDING AN EFFECTIVE DATE.

BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA:

THAT, the City of Leesburg desires to submit an application to the Florida Department of Economic Opportunities for a Small Cities Community Development Block Grant to benefit persons of low and moderate income.

NOW THEREFORE, BE IT RESOLVED by the City Commission of the City of Leesburg as follows:

1. That the City of Leesburg hereby authorizes the filing of an application for a Neighborhood Revitalization Community Development Block Grant, and

2. That the Mayor of the City of Leesburg is hereby authorized to execute all documents required in connection with the filing of said application to be submitted on or before October 1, 2012.

THAT this resolution shall become effective immediately.
