Staff Recommendation:
Staff
recommends approval of execution of an agreement with Leware Construction
Company for the Venetian Gardens Bridge Renovation design-build construction
services for a total not to exceed amount of $339,000.00.
Analysis:
The
purpose of this acquisition is to establish a design-build construction
services agreement with a qualified firm to accomplish the renovation of six
bridges located at Venetian Gardens.
City
Commission directed staff to issue a design-build Request for Proposal
soliciting qualified firms to submit proposals for the renovation or
replacement of the bridges located in Venetian Gardens. Commission believed a design-build approach
would be more cost effective as opposed to using the conventional
design-bid-build method of construction.
On June 20, 2012, the Purchasing
Division issued Request for Proposals (RFP) number 120302 inviting qualified
firms to submit technical and price proposals for consideration and evaluation
by the City. On July 26, 2012, the City
received technical and cost proposals from two bridge design-build construction
firms.
The City used Jones Edmunds as the
consulting engineer for the City as required by Florida State Statute. Jones Edmunds provided a minimum design
criteria package to serve as a starting point for the responding firms.
The competing firms’ technical proposals
addressed their Approach/Scheduling, Similar Project Experience and References,
and Local Business Enterprise eligibility which included information regarding
resumes, and references, organizational structure, that will be available to
the firms in providing performance of work as required by the RFP. Price proposals were also required.
Proposals
were received from the following primary and partner firms. The primary and partner firms together would
form the Design Build Team.

For
each proposal evaluated, raw scores assigned by each member were totaled and
converted to a ranking. The rankings for
each firm were totaled and then converted to an overall ordinal score. Using this method has proven to minimize the
effects of large variances in any one evaluators’ scoring.

The
Technical Qualification/Cost proposal submitted by Leware Construction Company
(LCC) was the highest ranked by the City’s technical evaluation. However, LCC increased its score over TSI due
to its initial price offer of $346,000.00 being $40,000.00 more favorable to
the City. During value engineering
discussions LCC offered several favorable suggestions leading to an additional
savings of $7,000.00. LCC design-build
approach includes the replacement of all pilings for each bridge. This approach will provide for the full
reconstruction of each bridge when the project is completed. Certainly, a much better approach than
rebuilding the top portion of the bridge on old pilings.
Following an
evaluation of LCC’s references for similar work at Disney’s Caribbean Resort,
Marriot’s Cypress Gardens, and the Phase III Hickory Nature Boardwalk projects;
the Public Works Department recommends award to the Leware Construction Company.
Options:
1. Execute an Agreement with Leware Construction
Company; or
2. Such alternative action as the Commission may
deem appropriate
Fiscal Impact:
The
Commission approved a $365,000 budget for this project. This amount is sufficient for the
design-build construction contract of $339,000.
