Staff Recommendation:
Staff
recommends approval of the interlocal agreement with the City of Mascotte,
Florida
Analysis:
Staff
has been engaged in discussions with the City of Mascotte for some months about
providing wastewater treatment services to Mascotte to support several
potential growth areas in Mascotte.
Staff prepared a cost of service analysis for treatment at the City’s
Turnpike Wastewater Treatment Facility.
This facility has ample capacity to serve our own future needs as well
as those of Mascotte.
Mascotte
will be responsible for ownership, operation and maintenance of their central
sewer system. Leesburg will be
responsible for ownership, operation and maintenance of a force main connecting
the Mascotte collection system to our own.
The line of demarcation for ownership of the force main is established
by this agreement as the boundary of the ISBA between Leesburg and Mascotte on
SR 33. Mascotte is responsible for
causing the force main to be constructed to its connection with our system at
no cost to Leesburg. The point of
connection is on SR 33, just north of The Plantation at Leesburg.
The
rate established for wastewater services is an intergovernmental rate specific
to Mascotte. The rate is $4.71 per 1,000
gallons of water used in the Mascotte central sewer service area. This rate covers the cost of treatment
operations and maintenance, depreciation, debt service, transfer to the general
fund, and contribution to the fund balance.
The
interlocal agreement provides for annual increases in the rate in the same
fashion as the City adjusts wastewater rates. Impact fees will be charged and adjusted, as
well.
The
City Attorney finalized the agreement, working in concert with the Mascotte
City Attorney. The City Council of the
City of Mascotte approved this interlocal agreement during their regular
meeting December 3, 2012. A copy of the
Mascotte Council Resolution and the Interlocal Agreement are attached for
reference.
Options:
1. Approve the interlocal agreement as
presented; or,
2. Such alternative action as the Commission may
deem appropriate.
Fiscal Impact: The build-out condition for the central sewer
service area is estimated to produce about 125,000 gallons per day, as
referenced in the agreement. At
build-out, the revenues are estimated to be about $215,000 per year at current
rates.

RESOLUTION OF THE CITY COMMISSION OF THE CITY
OF LEESBURG, FLORIDA AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE AN
INTERLOCAL AGREEMENT WITH THE CITY OF MASCOTTE FOR PROVISION OF WASTEWATER
SERVICES; AND PROVIDING AN EFFECTIVE DATE.
BE IT RESOLVED BY THE CITY COMMISSION OF
THE CITY OF LEESBURG, FLORIDA:
THAT the Mayor and City Clerk are hereby
authorized to execute an interlocal agreement
with the City of Mascotte whose
address is 100 East Myers Boulevard, Mascotte, Florida 34753 for Wastewater
Services.
THAT
this resolution shall become effective immediately.
