Subject:                      Resolution authorizing execution of an agreement with AKCA, Inc. for traffic striping and marking services.

 


Staff Recommendation:

Staff recommends approval of execution of a fixed unit price agreement for a term of two years with AKCA, Inc., for traffic striping and marking services.  Staff further recommends issuance of a purchase order for the fiscal year budget amount of $45,000.00 to AKCA, Inc. for traffic striping and marking requirements for Fiscal Year 2013.

 

Analysis:

The purpose of this solicitation is to establish a fixed unit price agreement for roadway traffic marking and striping on City streets as determined by Public Works.  The type of work can involve anything from centerline striping, pedestrian crosswalks, stop bars and lettering.  The bid and resulting contract provides for two methods of marking.  The first is done using a paint based product.  This type is used in lower traffic areas.  The second method uses thermoplastic which is applied by melting colored plastic and applying with special equipment.  This method is used in higher traffic areas.

 

On February 11, 2013, the Purchasing Division issued an Invitation to Bid (ITB).  This solicitation was advertised in the Daily Commercial and posted on-line at Public Purchase.  Several vendors were notified directly by e-mail of the bid opportunity.  On March 5, 2013 two bids were received.  Those bids are summarized here and a detailed bid tabulation is attached for your review.

Lot Lines, LLC qualifies as a Tier I local vendor.  However application of the 5% preference does not result in Lot Lines, LLC being the lowest bidder.  Lot Lines total cost based on the estimated quantities and vendor submitted unit costs is 40% higher than the low bidder AKCA, Inc.

 

The AKCA, Inc. bid provided the most favorable aggregate price for the 49 work items listed in the ITB.  AKCA, Inc. has successfully completed contracts to accomplish similar services with Hillsborough, Pasco, and Pinellas Counties.  AKCA, Inc. is deemed to be the lowest responsive and responsible bidder.

 

 

Options:

1.  Approve the resolution authorizing execution of the agreement with AKCA, Inc.; or

2.  Such alternative action as the Commission may deem appropriate

 

Fiscal Impact: 

The Public Works department budgets funds each year for traffic striping and marking.  The department has budgeted $45,000 in the current fiscal year for this work.

RESOLUTION OF THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE A UNIT PRICE AGREEMENT WITH AKCA, INC. TO FURNISH TRAFFIC MARKING AND STRIPING SERVICES FOR THE PUBLIC WORKS DEPARTMENT ON AN AS NEEDED BASIS; AND PROVIDING AN EFFECTIVE DATE.

 

BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA:

 

            THAT the Mayor and City Clerk are hereby authorized to execute an agreement with AKCA, INC. whose address is 4603 Reece Road, Plant City, Florida 33566 for Traffic Marking and Stripping Services pursuant to Invitation to Bid 130151.

 

             THAT this resolution shall become effective immediately.
