Subject:                      Resolution authorizing execution of Amendment One for the Bentley Road   Sewer Replacement Project

Staff Recommendation:

Staff recommends approval of a resolution authorizing execution of Amendment One to the existing Agreement with Beesley Construction Co. increasing the contract amount by $27,624 and extending the contract duration 30 days.

 

Analysis:

The City executed an Agreement with Beesley Construction Co. for construction services to install a sanitary sewer force main along Bentley Road for $74,000.

 

This project replaces approximately 1,020 linear feet of existing 10-inch force main with 16-inch force main on Bentley Road from Mills Road to York Town Drive. The notice to proceed was issued on May 8th and the contractor began work on May 13th. On May 17th the contractor notified City staff they encountered unforeseen subsurface conditions which required changes to the construction plan. The contractor discovered a 4ft x 4ft x 4ft concrete thrust block (installed to hold a 6” water line in place) in conflict with the proposed 16” pipe location at the intersection of Mills and Bentley Roads. The contractor also discovered a 4ft x 2ft x 21ft subsurface concrete structure at the Life Stream property driveway.

 

These underground obstructions were not shown on any plans and therefore not identified prior to beginning work. Removing the obstruction at Mills Road and diverting around the obstruction at the Life Stream property requires additional materials and labor. The contractor’s proposal to perform this additional work is $27,624. In addition, the contractor has requested the contract completion date be extended 30 days.

 

Staff reviewed the contractor’s cost proposal and met with the contractor to confirm the scope of additional work and cost.

 

Options:

1. Approve the resolution authorizing execution of Amendment One with Beesley Construction Co.; or

2. Such alternative action as the Commission may deem appropriate

 

Fiscal Impact:

Additional cost to the City as a result of this Amendment is $27,624.

RESOLUTION OF THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE AMENDMENT ONE WITH BEESLEY CONSTRUCTION COMPANY INCREASING THE CONTRACT AMOUNT BY $27,624 FOR THE BENTLEY ROAD FORCE MAIN PROJECT; EXTENDING THE CONTRACT DURATION; AND PROVIDING AN EFFECTIVE DATE.

 

 

BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA:

 

THAT the Mayor and City Clerk are hereby authorized to execute Amendment One to an existing agreement with Beesley Construction Co., whose address is 4250 Marion County Rd, Weirsdale, FL 32195 increasing the contract amount by $27,624 and extending the contract duration 30 days for the Bentley Road Force Main Sewer Project.

 

THAT this resolution shall become effective immediately.

 

PASSED AND ADOPTED by the City Commission of the City of Leesburg, Florida, at a regular meeting held on the 10th day of June 2013.
