Subject: Resolution authorizing execution of a Joint Participation Agreement with FDOT to fund design, permitting, bidding and construction phase services that are associated with a project to extend Taxiway “A” to the eastern property line of Leesburg International Airport.
Staff recommends approval of the Florida Department of Transportation (FDOT) Joint Participation Agreement (JPA) intended to fund the design, permitting, bidding and construction services that are associated with a project to extend Taxiway “A” to the eastern property line of Leesburg International Airport.
FDOT has agreed to fund 80% of the design, permitting, bidding and construction phase services costs which the City will incur extending Taxiway “A” to the eastern property line of the Airport, at which point a floatplane ramp is to be constructed allowing access to and from Lake Harris. Desiring to encumber these funds before the end of the Department’s fiscal year (June 30, 2013) the FDOT Aviation and Ports Office in Orlando has submitted to the City a Joint Participation Agreement (FM 434305-1-94-01) with a total project cost of $182,050.00. Of this amount, FDOT’s share will be $145,640.00. The City’s share of the total cost will be $36,410.00.
The Scope of Work to be completed under this agreement has been previously prepared by Hanson Professional Services as outlined in Task Order No. 10. The City of Leesburg has an existing Continuing Services Master Agreement for professional engineering services with Hanson Professional Services, Inc. This agreement was formed pursuant to Request for Qualifications (RFQ) 100113 and was executed following City Commission approval of Resolution 8641 on April 26, 2010. The initial term of the executed agreement with Hanson is 3-years, expiring September 31, 2013. The agreement does provide for three (3) one-year extensions at the City’s discretion. City Attorney Fred Morrison has reviewed the professional work that is associated with this project and has given his opinion that Hanson may undertake the work under the terms of their Continuing Services Master Agreement. However, the City is not restricted by the terms of the agreement from obtaining proposals or services from other contractors for similar projects.
At this time staff is only requesting the City Commission to approve the JPA so that FDOT can encumber the funds indicated for the design, permitting, bidding and construction phase services work prior to the end of FDOT’s fiscal year. A request to have the work performed by Hanson or another qualified firm will be submitted separately for Commission approval at a future meeting.

2. Such alternative action as the Commission may deem appropriate.
The total cost of the design, permitting, bidding and construction phase services work associated with the extension of Taxiway “A” has been estimated by Hanson to be $182,050.00. Funds for the City’s match will be provided from $163,292.00 which was set aside in the current fiscal year to fund an airfield signage project (since reprogrammed to 2014) and for use as local match for an airfield lighting improvement project (which has been cancelled on direction from the City Manager). The approximate funding breakdown for the design, permitting, bidding and construction phase services work is calculated as follows:
· $145,640 – FDOT (80%)
· $36,410 – City of Leesburg (20%)

RESOLUTION OF THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE A FDOT JOINT PARTICIPATION AGREEMENT FOR THE PURPOSE OF FUNDING DESIGN, PERMITTING, BIDDING AND CONSTRUCTION PHASE SERVICES ASSOCIATED WITH A PROJECT TO EXTEND TAXIWAY "A" TO THE EASTERN PROPERTY LINE OF LEESBURG INTERNATIONAL AIRPORT; AND PROVIDING AN EFFECTIVE DATE.
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA:
THAT the Mayor and City Clerk are hereby authorized to execute a Joint Participation Agreement with the Florida Department of Transportation, whose address is: Special Projects Section, MS 4-524, 719 South Woodland Boulevard, Deland, Florida 32720 for the purpose of funding design, permitting, bidding and construction phase services associated with a project to extend Taxiway “A” to the eastern property line at Leesburg International Airport.
THAT this resolution shall become effective immediately.
