Subject:                      Approve conversion of Airport Manager from Part-Time to Full-Time Status



Staff Recommendation:

Staff recommends the Airport Manager position, hired as part-time, be converted to a full-time position, using available funding.



During the budget preparation process for FY 2013, staff recommended that the then-vacant Airport Manager position should be a part-time position.  Leo Treggi, the recently hired Airport Manager was hired as a part time employee, consistent with that recommendation.


My observation and experience over recent months have caused me to reevaluate that recommendation.  I believe the workload is legitimately that of a full-time position.  Additionally, given Mr. Treggi’s education and experience, he brings a new and expanded capability to the position of Airport Manager, especially crucial to the commercial success of the airport in current conditions.  For those reasons, I am recommending that the position be converted to a full-time position in FY 2014 proposed budget.


However, when the FY 2013 budget was prepared and adopted, although the position was recommended as a part-time position, it was funded in the adopted budget as a full-time position.  This fact, coupled with the fact that the position was vacant for a number of months, means that there is adequate funding to convert Mr. Treggi to a full-time position in the current fiscal year.  I believe that there is a need to do so now, if possible.


Accordingly, I recommend that Mr. Treggi be converted to a full-time employee, effective July 1, 2013.  I believe that it is appropriate for the City Commission to approve this change, even though funding is available, because it reverses staff’s earlier recommendation in the budget process that the position be part-time in FY 2013.



1.  Motion to authorize staff to convert Airport Manager to full time position, effective July 1, 2013; or,

2.  Such alternative action as the Commission may deem appropriate




Fiscal Impact: 

The adopted budget for FY 2013 includes funding for a full-time Airport Manager.  This means that adequate funding is available to effect this change with no impact on the adopted budget, should the Commission approve this request.
