Subject:                      Purchase request for a new side loading refuse truck from Nextran Truck Center.



Staff Recommendation:

Staff recommends using the Florida Sheriffs’ Association Vehicle Bid No. 12-0905 for the purchase of a 28 yard side loading refuse truck cab and chassis from Nextran Truck Center of Orlando for a total cost of $242,381.50.



This purchase is to replace an existing model year 2000 Lodal side loading refuse truck, unit 907.  Fleet services has performed an evaluation of the equipment and assigned a score of 38 points on the fleet evaluation scale.  This score indicates the equipment should be replaced within two years unless maintenance and repair costs are excessive.  The truck is currently out of service because of a broken output shaft housing.  The cost of the repair is $5,000.00.  This truck is 12 years old and has already had the compaction body reskinned and painted shortly before 2008.


The purchase of this new automated side loading truck will replace a truck that uses a non-automated can tipper.  This new automated truck will yield operational efficiencies allowing the Solid Waste Division to combine two collection routes.  The proposed new truck has a larger capacity and is automated.  The existing truck allows for the collection of 500 customers per day.  The new truck will increase the daily collections to approximately 1,000 customers per day.


The new truck will allow the division to move an existing truck to single stream recycling program eliminating the need to purchase a truck for the new recycling program.  The new automated truck will allow for operation changes that will reduce its fleet by two trucks and one staff position.  These changes are estimated to result in an annual savings of $63,000.00.


Procurement Analysis:

The Florida Sheriff’s Association (FSA) is an annual competitively bid contract.  The FSA issues an invitation to bid on a variety of different cars, trucks, equipment and tires each year.  Local municipalities are afforded the opportunity to purchase any of the items from the FSA contract at the contract prices.


Staff recommends approval of this purchase form the FSA Contract No. 12-0905 in lieu of the competitive bid process.  The Fleet Services Division has determined the Mack MR chassis (truck) and Heil refuse body to provide the best price, features and functionality.  Use of the Mack MR chassis will also provide standardization as the fleet has other identical chassis.



1.  Approve the purchase to Nextran Truck Center using the Florida Sheriff’s Association Contract

    for a total cost of $242,381.50, or

2.  Such alternative action as the Commission may deem appropriate



Fiscal Impact: 

The current Fleet Services budget has $250,000 available for the replacement of this vehicle.
