Subject: Resolution adopting an Amended Fire Fee Schedule for Building Plan Review and Inspection Services
Staff recommends approval of the resolution for the proposed amended Fire Fee Schedule (Exhibit A). The proposed fees will provide adequate funding to operate Fire Plan Review and Fire Inspection Services in the Building Division while keeping fees low and eliminating the loss to the General Fund
Fire Plan Review and Inspections traditionally were provided through the Fire Department. In order to enhance customer service, the two Fire Inspectors were relocated to the Community Development Department where they served until they left the City. As a result of their departure, the building staff was sent to training for Fire Certification which isle more efficient and saves the city money. The cost for the fire inspection service in the Fire Department exceeded $150,000 per year and was reduced to $50,000 per year when taken over by the Building Division at a savings from the General Fund of $100,000 a year. In addition, customer service has improved significantly with the business community getting one answer from staff for code issues related to fire and building code compliance. Also, only having to have one inspection for fire and related building codes has been a benefit to the contractors.
As presented at the Commission Budget Workshop on July 25th, the low fees carried over from the Fire Department for Building Fire Plan Review and Inspections do not cover the cost of the services provided and needs to be addressed. Currently, the fire fees bring in annually $25,000 and cost the city $50,000 which results in a $25,000 loss to the General Fund. In order to cover the cost of the fire service, fees need to be increased 100% which is still reasonable based on the services provided. The following schedule shows the current fees and proposed changes:
1. Approve the resolution for the revised fee schedule.
2. Disapprove the resolution for the revised fee schedule.
Approval of the proposed Fire Fee Schedule will increase the revenues generated to cover the cost for providing fire building services. This will offset the loss to the General Fund of approximately $25,000 a year.

A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF LEESBURG AMENDING THE FIRE FEE SCHEDULE ADOPTED VIA RESOLUTION NO. 8113 TO COVER THE COST OF THE LEESBURG BUILDING DIVISION FOR FIRE PLAN REVIEW AND INSPECTIONS SERVICES; AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, the City Commission recognizes that the imposition of fees to cover the cost of services that support growth and new construction should be targeted to the users and not covered by the population in general.
WHEREAS, Article II of Chapter 7 of the Code of Ordinances of the City of Leesburg requires that such fees are to be established from time to time, by the resolution of the City Commission;
NOW THEREFORE, BE IT RESOLVED by the City Commission of the City of Leesburg, Florida;
That the existing schedule of fire permit fees, previously adopted via Resolution No. 8113, is hereby amended, by the City Commission through adoption of the attached EXIBIT A as the schedule of permit fees to be utilized within the City of Leesburg for Fee Permit Fees.
THIS RESOLUTION upon its passage and adoption according to law shall become effective October 1, 2013.
