Subject: Resolution approving, adopting, and authorizing staff to submit the Interim Airport Layout Plan (IALP) to the proper agencies for review and approval
Staff recommends the approval, adoption, and submittal of the Interim Airport Layout Plan (IALP)
The Airport Layout Plan (ALP) serves as a critical planning tool that depicts both existing facilities and planned development for an airport. A current FAA-approved ALP is a prerequisite for issuance of grants for airport development. The ALP is a plan for a specific airport that shows:
Ø Boundaries and proposed additions to all areas owned or controlled by the sponsor for airport purposes;
Ø The location and nature of existing and proposed airport facilities and structures;
Ø The location on the airport of existing and proposed non-aviation areas and improvements thereon.
Leesburg International Airport’s ALP was last updated in 2000. The current ALP update is fundamental to comply with related regulations; show completed and proposed projects; secure grants for airport development; and enable the airport to operate in a safe manner.
The attached IALP has been presented to the public. A motion to recommend approval of the IALP was passed by the Airport Advisory Board at the July 17, 2013 meeting.
1. Approve, adopt, and authorize staff to submit IALP to the Florida Department of Transportation and to the Federal Aviation Administration for review and approval; or,
2. Such alternative action as the Commission may deem appropriate.
There is no fiscal impact since this project was previously funded and proposed future developments will be addressed separately and accordingly.

A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA, APPROVING AND ADOPTING THE INTERIM AIRPORT LAYOUT PLAN UPDATE FM 414440-2, AND AUTHORIZING CITY STAFF TO PROCEED WITH THE STEPS NECESSARY TO SUBMIT SUCH INTERIM AIRPORT LAYOUT PLAN TO THE FLORIDA DEPARTMENT OF TRANSPORTATION AND TO THE FEDERAL AVIATION ADMINISTRATION FOR REVIEW AND APPROVAL; AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, the City of Leesburg owns and operates the Leesburg International Airport; and
WHEREAS, the City desires to foster the development of the Leesburg International Airport; and
WHEREAS, the City desires to operate the Airport in a safe manner, according to the applicable laws, rules, and regulations.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA:
THAT the Interim Airport Layout Plan FM 414440-2 for Leesburg International Airport is approved and adopted.
THAT City staff is authorized and directed to proceed with the steps necessary to submit the Interim Airport Layout Plan to the Florida Department of Transportation and the Federal Aviation Administration for review and approval.
THAT City staff is further authorized to make the necessary corrections to the Interim Airport Layout Plan, if requested by the Florida Department of Transportation or the Federal Aviation Administration, in order to obtain such approval.
THAT this resolution shall become effective immediately.
PASSED AND ADOPTED by the City Commission of the City of Leesburg, Florida, at a regular meeting held the 12th day of August, 2013.
