Staff Recommendation:
Staff
recommends the City Commission’s approval to submit an application for a
Special Purpose Grant for the Renovation and Restoration of the Leesburg
Women’s Club Building/Cultural Museum.
Analysis:
In 1981, the City of Historic
Leesburg Women’s located at is
period, the City granted first floor space in the building to the Leesburg
Heritage Society for museum displays, and later granted first floor office
space to the Leesburg Partnership. on the first floor.
In 1997 the City applied for
and was
awarded a grant from the Secretary of State to perform an architectural survey
of the building, with the intent to undertake the renovation and restoration of
the building. The survey was conducted
and completed by James Senatore, Architect in 1998. The survey included proposals that would
restore the original historic exterior characteristics, modernize and upgrade
the plumbing and electrical systems, add an elevator for second floor access
and public restrooms for use during downtown events, plus renovate both the
first and second floors of the building.
This application is
proposing a multi-phased approach for the project. In this first application T the
City would perform a detailed engineering evaluation of the overall structure,
perform the renovations on the first floor, upgrade the plumbing and electrical
systems and restrooms, and add an ADA compliant restroom there. In addition iIt is also
possible that we could proceed with the exterior restorations and add the
exterior structure that will house the elevator.
In
successive applications we will request funding to install an elevator, add an exterior
emergency stairway, bring the primary stairway into compliance with the
existing building codes, renovate the second floor, add two2
ADA compliant restrooms on the second floor, upgrade the HVAC system to
accommodate both the first and second floors, and
restore the second floor windows to modern historically appropriate systems.
Options:
1. Authorize staff to submit the grant
application
2. Such alternative action as the Commission may
deem appropriate
Fiscal Impact:
The
Special Purpose Grants-in-Aid isare a 50/50 match
to a maximum reimbursable amount of
$350,000 and require completion of the funded project within 2 years of
accepting the grant. It is anticipated
that the City will make application for at least one additional grant under
this program to complete the project.
The Recreation and Parks Department has budgeted intends to
seek budget approval for $700,000 each year for this project in
(FY
2007-08, FY 2008-09, and FY 2009-10) as shown in the a part of their Capital
Improvement Plan.

IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF
THAT the City Manager is hereby authorized to submit a
grant application to the Secretary of State’s Office of Cultural and Historical
Programs
whose address is Grants, Division of Cultural
Affairs, R.A. Gray Building, 3rd Floor,
Tallahassee, Florida 32399-0250 for a Special Purpose Grant in the amount of
$350,000.00 for the purpose of renovating and restoring the Historic Leesburg
Women’s Club Building located at 111 South 6th Street, Leesburg,
Florida.
THAT
this resolution shall become effective immediately.
