authorizing a Joint Participation Agreement with Florida Department of
Transportation
Staff Recommendation:
Staff recommends approval of the Joint
Participation Agreement (JPA) with FDOT for funding to seal coatseal coat
the existing general aviation ramp area.
Analysis:
The
surface of the General Aviation Ramp Area was last coated in 1984 and is now
exhibiting light to medium cracking due to years of exposure to sun and
rainwater. If the ramp is not sealed, it
will have to be rehabbed at an estimated cost of $2.50 per square foot. It will cost approximately $0.68 per square
foot to seal the ramp with a specialized coating known as GRIPFLEX., GRIPFLEX
is a Federal Aviation Administration approved application for ramp
areas, taxiways and runways. SealOver coatingSeal coating
the ramp at this time will extend its life by 5-7 years.
The
attached JPA from the Florida Department of Transportation (FDOT) is for
funding in the amount of $200,000.00 with 80% being provided by FDOT ($160,000)
and the City providing matching funds of 20% ($40,000). This will provide for the sealing and
restriping of the general aviation ramp area including design, engineering and
construction.
Options:
1. Approve the JPA between FDOT and the City of
Leesburg
2. Such alternative action as the Commission may
deem appropriate
Fiscal Impact:
This
project is included in the FY 2005-2006 airport budget in the amount of
$150,000.00. Staff has negotiated a
price reduction with the sole-source provider of GRIPFLEX, and believes the
current budget provides sufficient funding to complete this project. Any unused grant funds will be returned to
FDOT.

RESOLUTION OF THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA, AUTHORIZING
THE MAYOR AND CITY CLERK TO EXECUTE A JOINT PARTICIPATION AGREEMENT WITH THE
FLORIDA DEPARTMENT OF TRANSPORTATION FOR THE PURPOSE OF FUNDING THE PROJECT TO
SEALCOAT AND RESTRIPE THE GENERAL AVIATION APRON INCLUDING DESIGN, ENGINEERING
AND CONSTRUCTION AT THE LEESBURG
REGIONAL AIRPORT; AND PROVIDING AN EFFECTIVE DATE.

IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF
THAT the Mayor and City Clerk are hereby authorized to
execute a Joint Participation Agreement with the Florida Department of
