AGENDA MEMORANDUM

MEETING DATE:   May 8, 2006

FROM:                       Laura McElhanon, AICP

                                    Community Development Director

SUBJECT:                  Rezoning: Ronald L. Hart, Jr. and Benjamin Garcia, Jr.

Staff Recommendation:

The Planning staff and Planning Commission recommend approval of the proposed rezoning for the subject property from County R-1 (Rural Residential) to City R-1 (Low Density Residential).

Analysis:

The project site is approximately .92 acres.  The property is generally located south of U.S. 441, at the northwest corner of Pringle and Purdum Avenues, as shown on the attached General Location Map. The present zoning for this property is County R-1 (Rural Residential). Currently, the property is partially undeveloped and has a vacant single-family residence. The proposed use of the site is two single-family residences with a reverse City frontage road on the north boundary. The surrounding zoning designations are County R-1 (Rural Residential) and RP (Residential-Professional) and City C-3 (Highway Commercial).

The proposed zoning district of City R-1 (Low Density Residential) is compatible with adjacent and nearby properties in the area and with the proposed City future land use designation of LD (Low Density Residential).

The existing land uses surrounding the property are office/commercial uses to the north and single family residential development.

Development of the parcel shall require connection to City utilities at the owner’s expense.

By a vote of 6 to 0, the Planning Commission recommended approval.

Options:

1.     Approve the proposed rezoning to City R-1 (Low Density Residential), thereby allowing consistent zoning and development standards for the area.

        2.  Disapprove the proposed rezoning.

        3.  Other such action as the Commission may deem appropriate.

Fiscal Impact:

There is no fiscal impact to the City.
