Subject: Mast Arm Signalization at US 27 and Meadows (Magnolia St. Extension)
Staff Recommendation:
Staff recommends approval of the Joint Participation Agreement (JPA) with Florida Department of Transportation (FDOT), and authorization for staff to proceed with intersection improvements.
Analysis:
The FDOT has scheduled removal and replacement of the existing concrete strain poles at the intersection of US 27 and Meadows (intersection at Leesburg High School). Staff approached FDOT to develop a JPA so funding expended toward the strain pole maintenance could be applied toward mast arm upgrades.
City staff recently completed the preliminary design (feasibility study) of the Magnolia Street extension. This preliminary design will be used as the basis for the intersection improvements, including mast arm upgrades, at US 27 and Meadows. The intersection improvements will be viewed as the first phase of the Magnolia Street extension, allowing the City to use the FDOT contribution toward the City’s preferred design. The intersection improvement is estimated to cost approximately $145,153. FDOT will contribute $63,000 toward the improvement, as that is the amount they would have spent on strain pole maintenance. The City’s portion to upgrade the intersection is approximately $82,153.
The FDOT JPA requires the intersection improvements be completed within the Department’s Fiscal year 2006/07, which begins July 1, 2006.
Options:
1. Approve the JPA with FDOT and authorize Staff to proceed with intersection
improvements, or
2. Such alternative action as the Commission may deem appropriate
Fiscal Impact:
Funding
is
available in the Capital Projects Fund (unallocated
bond proceeds). This portion
of the Magnolia Street Extension project was not included in the FY2005-06
budget so a budget amendment will be required at a later
date. is available for the Magnolia
Street Extension project in the Capital Projects Fund.

A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA, AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE AN AGREEMENT WITH THE FLORIDA DEPARTMENT OF TRANSPORTATION FOR INTERSECTION IMPROVEMENTS AT US 27 AND MEADOWS; AND PROVIDING AN EFFECTIVE DATE.
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA:
THAT the Mayor and City Clerk are hereby authorized to execute an agreement with the Florida Department of Transportation whose address is 719 South Woodland Blvd, DeLand, Florida 32720 for signalization improvements at US 27 and Meadows project known as FM#421342-1-59-01.
THAT this resolution shall become effective immediately.
