SUBJECT:                  Resolution Authorizing Submission of Grant Application for

                                    Funding From Lake County Recreation Facilities Grant Program.

Staff Recommendation:

Staff recommends approval of the attached resolution for application, submission and acceptance, if awarded, , of grant funds from Lake County to place amenities of benches, signage, trash canstrash cans, exercise stations, and bulletin boards along the one 1 mile length of trail on the Fountain Lake Trail site described in the adopted Leesburg Trails Master Plan.

Analysis:

Staff is requesting grant funding up to $20,000 matched by the City’s $20,000 in annual operating funds for new trail and park equipment.

The following are funding allocations and approximate costs for the construction of the new Fountain Lake Trail.

Options:        

1. Approve application, submission and acceptance, if awarded, funds from Lake County up to $20,000 for the purchase and installation of above listed amenities for the Fountain Lake Trail as described in the adopted Leesburg Trails Master Plan.
2. Such alternative action as the Commission may deem appropriate.

Fiscal Impact::  

The improvements which are the subject matter of this grant application will be funded from Lake County Parks and Recreation Partnership Grant and the City of Leesburg’s annual operational budget.  The benefits of the grant will prove positive, as many needed amenities will be provieded without additional expenditures to the City.

A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA, AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE AN AGREEMENT AND ACCEPTANCE IF APPROVED WITH LAKE COUNTY TO PROVIDE FUNDING THROUGH THE RECREATION FACILITIES GRANT PROGRAM FOR UP TO $20,000 WITH MATCHING FUNDS FROM THE CITY OF LEESBURG FOR THE PURPOSE OF PURCHASING AND INSTALLING AMENITIES ALONG THE ONE MILE LONG FOUNTAIN LAKE TRIAL DESCRIBED IN THE LEESBURG TRAILS MASTER PLAN; AND PROVIDING AN EFFECTIVE DATE.

BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA:

            THAT the Mayor and City Clerk are hereby authorized to execute an agreement with Lake County whose address is P.O. Box 7800, Tavares, Florida for the purpose of submission, acceptance and approval of the attached grant application for up to $20,000 with matching funds from the City of Leesburg.  If approved, grant funding will provide for the purchase and installation of amenities along the one mile Fountain Lake Trail described in the Leesburg Trails Master Plan.

 THAT this resolution shall become effective immediately.

PASSED AND ADOPTED by the City Commission of the City of Leesburg, Florida, at a regular meeting held the _ __22nd__ day of _ May________ 2006.
