Subject:                      RA resolution of the City Commission of the City of Leesburg, Florida, authorizing the Mayor and City Clerk to execute an agreement with Terry Evans d/b/a The Photo Place to provide photographic services to the Parks & Recreation Department

 

 

Staff Recommendation:

Staff recommends the approval of an agreement with Terry Evans d/b/a The Photo Place for providing photographic services to the Parks and Recreation department.

 

Analysis:

Staff solicited request for proposals to provide photographic services to Parks and Recreation for their various activities.  The purpose of the RFP was to select a firm to provide these services to the program participants.  There is no cost to the City for these services and the City receives no compensation from the firm for the right to provide these services.

 

The City received two proposals on April 24, 2006 in response to our advertisements in the Daily Commercial and Orlando Sentinel.  Parks and Recreation and Ppurchasing staff objectively evaluated the proposals using a pre-determined ranking system as outlined in the proposal.  Terry Evans d/b/a The Photo Place was determined to be the most responsive firm and scored the highest.  The evaluation tabulation sheet is attached.

 

Options:

1.  Approve an agreement with Terry Evans d/b/a The Photo Place; or

2.  Such alternative action as the Commission may deem appropriate

 

Fiscal Impact: 

 

There is no fiscal impact for this service.  There is no cost to the City or no compensation received from the successful firm.

A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA, AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE AN AGREEMENT WITH TERRY EVANS D/B/A THE PHOTO PLACE TO PROVIDE PHOTOGRAPHIC SERVICES TO THE PARKS & RECREATION DEPARTMENT; AND PROVIDING AN EFFECTIVE DATE.

 

BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA:

 

            THAT the Mayor and City Clerk are hereby authorized to execute an agreement  with Terry Evans d/b/a The Photo Place whose address is 711 N. 15th Street, Leesburg, FL  34748 for photographic services for Parks & Recreation Department programs as detailed in RFP-06-04.

 

             THAT this resolution shall become effective immediately.
