SUBJECT: Ordinance for Rezoning: Richard B. Clark, DVM (Northgate Animal Clinic)
Staff Recommendation:
The Planning staff and Planning Commission recommend approval of the proposed rezoning for the subject property from County C-1 (Neighborhood Commercial) to City C-3 (Highway Commercial).
Analysis:
The
project site is approximately .579 acres. The property is generally located south
and westeast
of the intersection of Martin Luther
King Boulevard and Citrus Boulevard, as shown on the attached General Location Map. The present zoning
for this property is County C-1 (Neighborhood Commercial). Currently, tThe property is currently developed as a
veterinary clinic (Northgate Animal Clinic) and the proposed use is a veterinary
clinicremains
the same. The surrounding zoning designations are all City C-3 (Highway
Commercial).
The proposed zoning district of City C-3 (Highway Commercial) is compatible with adjacent and nearby properties in the area and with the proposed City future land use designation of General Commercial.
The
existing land uses surrounding the property are office and commercial
development uses.
Redevelopment of the parcel shall require connection to City utilities at the owner’s expense.
Approval of the rezoning to
City C-3 promotes consistantconsistent zoning and development standards for the area.
By a vote of 5 to 0, the Planning Commission recommended approval.
Options:
1. Approve the
proposed rezoning to City C-3 (Highway Commercial), ;thereby allowing consistent
zoning and development standards for the area.
2. Disapprove
the proposed rezoning; or.
3. Other such action as the
Commission may deem appropriate.
Fiscal Impact:
There is no fiscal impact to the City caused by this action.

AN ORDINANCE OF THE CITY OF LEESBURG, FLORIDA, REZONING APPROXIMATELY .579 ACRES GENERALLY LOCATED SOUTH AND WEST OF THE INTERSECTION OF MARTIN LUTHER KING BOULEVARD AND CITRUS BOULEVARD, LYING IN SECTION 15, TOWNSHIP 19 SOUTH, RANGE 24 EAST, LAKE COUNTY, FLORIDA, FROM COUNTY C-1 (NEIGHBORHOOD COMMERCIAL) TO CITY C-3 (HIGHWAY COMMERCIAL); AND PROVIDING AN EFFECTIVE DATE.
BE IT ENACTED BY THE PEOPLE OF THE CITY OF LEESBURG, FLORIDA, that:
Section 1.
Based upon the petition of Richard B. Clark, DVM (Northgate Animal Clinic), the owner of the property hereinafter described, which petition has heretofore been approved by the City Commission of the City of Leesburg Florida, pursuant to the provisions of the Laws of Florida, the said property located in Lake County, Florida, is hereby rezoned from County C-1 (Neighborhood Commercial) to City C-3 (Highway Commercial), to-wit:
