Subject: Resolution approving the Sesquicentennial Committee Selection of Pole Banner Design
Staff Recommendation:
Staff recommends adoption of the resolution accepting the Sesquicentennial Committee’s selection of a pole banner design.
Analysis:
City Staff and the Sesquicentennial Committee have been working with Dean Nida & Associates to create a banner design that best expresses the essence of the City of Leesburg and the celebration of its 150th anniversary.
The Committee and its partner organizations reviewed a variety of design images over the past several months. During the last meeting in June, the Committee unanimously agreed to the design, contained on page 6 of the attachment, for the pole banners, with one notable change to the design: Mr. Frank Stivender, a Leesburg native and lifelong resident of the community recommended that the time on the clock should read 6:57 (1857 military) to signify the official founding year of the City.
Staff is presently finalizing the production costs for the banners, and completing its investigations of the best available mounting hardware to display the banners. We anticipate being able to make the purchases and begin installation shortly after the beginning of the 2007 fiscal year.
Options:
1. Adopt the attached resolution; or
2. Such alternative action as the Commission may deem appropriate
Fiscal Impact:
The proposed FY 2007 budget includes $74,900 for purchase of the banners and mounting hardware. The cost of design is included in the purchase price.[wp1]

A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA ACCEPTING AND APPROVING THE POLE BANNER DESIGN SELECTED BY THE SESQUICENTENNIAL COMMITTEE TO CELEBRATE THE 150TH ANNIVERSARY OF THE CITY OF LEESBURG; AND PROVIDING AN EFFECTIVE DATE.
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA:
THAT the City Commission supports the selection of the decorative pole banner design by the Sesquicentennial Committee, and approves the selection for use on City of Leesburg light poles along the primary roadways.
THAT this resolution shall become effective immediately.

[wp1]The cost of design is included in the purchase price. However, the cost is $75K so the banners require a bid. Banners are not single source. This sort of agreement with the vendor is not legal.
