Subject:                      Resolution authorizing the City Manager to execute and submit the Certificate of Taxable Value for Fiscal Year 2006-07 to the Lake County Property Appraiser

 

 

Staff Recommendation:

Staff recommends authorizing the City Manager to execute and submit the Certificate of Taxable Value for Fiscal Year 2006-07 to the Lake County Property Appraiser.

 

Analysis:

Although the proposed budget, being prepared for submission to the City Commission, proposes a reduction in the millage rate from 4.500 to 4.450, the City Commission has not had an opportunity to review the budget, as proposed, OR make changes.  It is possible that the Commission may not approve a budget with a reduced millage rate.  It is also possible that the Commission may ultimately approve an even lower millage rate than the one proposed by the City Manager.  Under State Law the Commission is required to notify the property appraiser of a proposed millage rate before the completion of the budget process.  This proposed rate may be reduced, but may not be increased, with subsequent action by the Commission.  To allow the Commission the greatest amount of latitude in the setting of next years millage rate, it is suggested that a proposed rate, equal to last year’s millage rate, be set at this time.  you may subsequently set a lower millage rate if you determine it to be appropriate to do so.

 

The attached form must be filed with Lake County no later than Friday, August 4, 2006.  By signature of the City Manager, the City will notify the property appraiser of the following three items:

 

  1. The proposed millage rate of 4.500 per $1,000 for 2006
  2. The rolled back rate is 3.737 per $1,000 for 2006
  3. The public hearing to consider the proposed millage rate and tentative budgets is scheduled for Thursday, September 14, at 5:05 p.m. in the Commission Room

 

Options:

1.  Authorize the City Manager to execute and submit the Certificate of Taxable Value for Fiscal Year-07 to the Lake County Property Appraiser as submitted, or

2.   Such alternative action as the Commission may deem appropriate.

A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA, AUTHORIZING THE CITY MANAGER TO EXECUTE THE CERTIFICATE OF TAXABLE VALUE FOR FISCAL YEAR 2006-07 AND SUBMIT THE SAME TO THE LAKE COUNTY PROPERTY APPRAISER; AND PROVIDING AN EFFECTIVE DATE.

 

BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA:

 

            THAT the City Manager is hereby authorized to execute the “Certificate of Taxable Value For Fiscal Year 2006-07” and submit the same to the Lake County Property Appraiser.

 

             THAT this resolution shall become effective immediately.

 

PASSED AND ADOPTED by the City Commission of the City of Leesburg, Florida, at a regular meeting held the 24th day of July 2006.
