Subject:                      Resolution authorizing the Mayor and City Clerk to authorizing execution ofe an agreement with ADT Security Services, Inc. to provide fire and security alarm monitoring, and to provide equipment, installation, and maintenance of a security system, closed circuit television system, and public view monitors for the new library

Staff Recommendation:

Staff recommends approval of  the resolution authorizing execution  of on authorizing the Mayor and City Clerk to execute an agreement with ADT Security Services, Inc. to provide fire and security alarm monitoring, and to provide equipment, installation, and maintenance of a security system, closed circuit television, and public view monitors within the new library. 

Analysis:

Staff solicited the current library security monitoring vendor, ADT, for a proposal to provide fire and security alarm monitoring, and to provide equipment, installation, and maintenance of a security system, closed circuit television, and public view monitors within the new library.  The fire alarm system is provided by a third party and is not included in their proposal.

ADT pricing reflects Florida State Purchasing Agreement prices, and are 30 – 32% off the regular price.  The agreement has been reviewed by the City Attorney and is approved as to form.  Equipment will become the property of the City of Leesburg upon the completion of installation, and will be paid for within 30 days of same.  Monitoring services will be billed annually, for a term of five years.

Options:

1.  Approve the resolution authorizing the agreement with ADT Services, Inc.; or

2.  Such alternative action as the Commission may deem appropriate

Fiscal Impact: 

Fixture, Furniture, and Equipment costs for the new library ($600,000) are planned for FY 06-07 within the adopted Capital Improvement Plan.  The proposed Annual Budget for FY 06-07 will reflect this expenditure in the General Fund.  $51,836.67 for equipment and installation will be due and payable from that line item within 30 days of installation.  Monitoring and maintenance costs will be $8,074 annually for a period of five years and will be covered within the Library Department budget.

A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA, AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE AN AGREEMENT WITH ADT SECURITY SERVICES, INC.  TO PROVIDE FIRE AND SECURITY ALARM MONITORING, AND equipment, installation, and maintenance of a security system, closed circuit television system, and public view monitors for the new library; AND PROVIDING AN EFFECTIVE DATE.

BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA:

THAT the Mayor and City Clerk are hereby authorized to execute an agreement  with ADT Security Services, Inc.  whose address is 3160 Southgate Commerce Blvd., Suite 38, Orlando, FL 32806 for equipment, installation, and maintenance of a security system, closed circuit television system, and public view monitors within the new library.  The agreement also provides for monitoring of the fire and security alarms.

 THAT this resolution shall become effective immediately.
