Subject:                      Resolution Authorizing an Agreement with Bill Deese to provide Planning and Implementation for Fishing Tournaments.

Staff Recommendation:

Staff recommends approval of the attached Resolution authorizing execution of an Agreement with Bill Deese to provide planning and implementation for Fishing Tournaments on the Harris Chain of Lakes/Venetian Gardens.

Analysis:

The City of Leesburg Recreation & Parks Department has held fishing tournaments in Venetian Gardens for many years.  The City of Leesburg anticipates the number of these tournaments to increase. 

In order to provide quality and professional services to all sports fishing enthusiasts, staff recommends the City attain the services of Bill Deese to implement and plan all fishing tournaments.  Mr. Deese will also obtain sponsorship for fishing and other sport related functions at the Harris Chain of Lakes/Venetian Gardens from major sport organizations such as ESPN and BASS. 

Bill Deese was selected by Staff and recommended by several organizations due to his expertise with planning various fishing tournaments with the Leesburg Chamber of Commerce. 

His compensation will be $25 per hour for services rendered and invoices shall be submitted bi-weekly.   Other terms and conditions are stated within the agreement.

Options:

1.  Approve the Resolution executing the agreement with Bill Deese or;

2.  Such alternative action as the Commission may deem appropriate

Fiscal Impact: 

The City will incur the usual maintenance, operating and office supplies for Bill Deese.  The cost will be absorbed into the operating budget of the Recreation fund.  A total of $5,000 will be transferred to account number 001-8121-572-341 for all contractual services provided by Bill Deese.

A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE AN AGREEMENT WITH BILL DEESE TO PROVIDE  IMPLEMENTATION AND PLANNING OF FISHING TOURNAMENTS ON THE HARRIS CHAIN OF LAKES/VENETIAN GARDENS; AND PROVIDING AN EFFECTIVE DATE.

BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA:

            THAT the Mayor and City Clerk are hereby authorized to execute an agreement  with Bill Deese whose address is 2205 Dogwood Circle, Mount Dora, Florida 32757 for the implementation and planning of fishing tournaments on the Harris Chain of Lakes/Venetian Gardens.

 THAT this resolution shall become effective immediately.
