Subject: Florida Single Audit Act procedures related to airport grant funding
Staff Recommendation:
Staff recommends acknowledgement of the Florida Single Audit Act procedures related to grant funding at the Leesburg Regional Airport.
Analysis:
As of January 1, 2004, Florida Statutes regarding the Florida Single Audit Act (FSAA) were revised to require that certain audit procedures and language be included in every grant that was issued by Florida Department of Transportation (FDOT). The revisions include the following:
- Increases the FSAA reporting threshold amount from $300,000.00 to $500,000.00
- Provides contact information for the Department’s Program Manager (in this case Mr. Jim Wikstrom, FDOT), who shall be the recipient of the local agency’s (the City of Leesburg) Financial Reporting Package.
- Requires the Department (FDOT) to provide the state and/or federal funding resource information and program compliance requirements the City.
There are three aviation grants open at this time that will be subject to the new language and audit requirements. They are the Air Traffic Control Tower, Corporate Block Hangars, and Sealcoat and Restripe Apron projects.
The City of Leesburg Accounting Department currently conforms to the Florida Single Audit Act.
Options:
1. Approve the acknowledgment of the Florida Single Audit Act as it relates to current airport projects.
2. Such alternative action as the Commission may deem appropriate
Fiscal Impact:
The approval of this document has no fiscal impact on the City of Leesburg.

A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA AUTHORIZING THE MAYOR AND CITY CLERK TO ACKNOWLEDGE THE APPLICABILITY OF THE FLORIDA SINGLE AUDIT ACT TO THE JOINT PARTICIPATION AGREEMENTS BETWEEN THE CITY OF LEESBURG AND THE FLORIDA DEPARTMENT OF TRANSPORTATION RELATED TO FUNDING FOR THE AIR TRAFFIC CONTROL TOWER, CORPORATE BLOCK HANGARS AND SEALCOAT AND RESTRIPE APRON PROJECTS AT THE LEESBURG REGIONAL AIRPORT; AND PROVIDING AN EFFECTIVE DATE.
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA:
THAT the Mayor and City Clerk are hereby authorized to execute an acknowledgement with the Florida Department of Transportation whose address is 719 S. Woodland Blvd. MS 4-549, Deland, Florida 32702 regarding the applicability of the Florida Single Audit Act to the Joint Participation Agreements between the City of Leesburg and the Florida Department of Transportation related to funding for the Air Traffic Control Tower, Corporate Block Hangars and Sealcoat and Restripe Apron projects at the Leesburg regional airport.
THAT this resolution shall become effective immediately.
