Subject: Change Order #2 with Wagner Construction Company LLC for the Air Traffic Control Tower Project
Staff Recommendation:
Staff recommends approval of Change Order #2 with Wagner Construction Company, LLC.
Analysis:
When bid specifications for the Air Traffic Control Tower were developed, the engineering firm (Wilbur Smith Associates) allowed for only basic electronics and security packages. The contractor bid accordingly. Wagner Construction Company, LLC received the contract to provide all of the electronics and security equipment for the tower; Robinson Aviation, Inc. (RVA), was the sub-contractor that performed the work. RVA strongly suggested that the electronics be upgraded to provide significantly improved reliability, thus reducing equipment downtime and repair costs. The upgraded equipment has been installed in the ATCT and is working superbly. The tower has been inspected and certified by the Federal Aviation Administration. Comments by the Federal Inspector, Ms. Rhonda Phillips, and the Tower Supervisor of Orlando International, have been very positive.
Please note that Robinson Aviation (RVA), Inc. also has the contract with the Federal Aviation Administration to staff the tower. RVA also provides staff for over 100 such contract towers through out the United States and Puerto Rico.
The cost associated with Change Order No. 2 represents the improved electronics package, all added security features/equipment, and all electric changes (conduit, wire runs, switches, etc.) to accommodate the upgraded electronics and added security devices.
Options:
1. Approve Change Order #2 with Wagner Construction Company LLC
2. Such alternative action as the Commission may deem appropriate
Fiscal Impact:
The total cost of Change Order #2 is $89,535.24. Approval of this change order will require a budget amendment. The proposed source of funds will include $55,000 from account #001-1821-542-6310 and the balance from 001-7111-571-6410. The former funding source (General Fund, Capital Projects Fund, Improvements Other Than Buildings, Project #310018) will have funds available due to changes in anticipated FDOT funding. Since the FDOT will not fund the Cracker Barrel taxilane and ramp project, but will fund the 2nd Phase FBO Ramp Space project, the difference in the cost of the two projects will release $55,000 in General Fund proceeds to be used for this change order. The latter funding source (General Fund, Library Department, Machinery and Equipment) will have $34,535.24 available due to project savings on the new library.

A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF LEESBURG AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE CHANGE ORDER #2 WITH WAGNER CONSTRUCTION COMPANY, LLC FOR THE AIR TRAFFIC CONTROL TOWER PROJECT AT LEESBURG INTERNATIONAL AIRPORT; AND PROVIDING AN EFFECTIVE DATE.
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA:
THAT the Mayor and City Clerk are hereby authorized to execute Change Order #2 with Wagner Construction Company, LLC whose address is 1903 Greenleaf Lane, Leesburg, Florida 34748 for the Air Traffic Control Tower project at Leesburg International Airport.
THAT this resolution shall become effective immediately.
