AGENDA MEMORANDUM
Meeting Date: November 13, 2006
From: Bill Pfeilsticker, Finance Director
Subject: Resolution approving an amendment to Personnel Policy 411 Conflict Of Interest
Staff Recommendation:
The Personnel Committee recommends approval of the amendment to Personnel Policy 411 Conflict of Interest
Analysis:
The Deputy City Manager and Human Resources Director have met regularly with City staff to provide a new avenue of communications between staff and management and primarily to discuss any work related issues the employees might have. Subsequent to those meetings and at the request of employees, they requested that the Labor Management Committee review the Personnel Policy 411 Conflict of Interest requirement to report earnings from outside sources of income.
The Labor Management Committee agreed that it is important and relevant for the City to be assured that if a person is employed by the city as well as other employment, that the city employment should be the employee’s highest priority. The requirement will deter conflicting contracts, services provided for hire, work schedules, and also prevent possible safety hazards due to lack of rest. The Committee also determined that the dollar amount of earnings from outside sources is private information and not relevant to the City.
Options:
1. Approve the amendments to the Personnel Policy 411 Conflict of Interest, or
2. Such alternative action as the Commission may deem appropriate
Fiscal Impact: None
