Subject: Resolution authorizing Work Order No. 5 – Engineering and Design of Runway13/31 Extension with The MEA Group, Inc.
Staff Recommendation:
Staff recommends approval of the Resolution authorizing Work Order No. 5 with The MEA Group for engineering and design of Runway 13/31 extension.
Analysis:
The environmental assessment for the extension of runway 13/31 by 1,300 feet has been completed and approved by the Federal Aviation Administration. The next step in this project is Phase I which will be the engineering and design of the extension itself. A grant in the amount of $657,435.00 which is 95% of the project cost has been received from the FAA to complete Phase I. A second grant has also been received from FDOT for $17,774.50 or 2.5% of the project cost. The remaining 2.5% will be paid by the City of Leesburg. The total cost of Phase I is not to exceed $710,984.00.
The design phase is expected to take four to six months to complete and will include all the items included under Final Design, Page 2 of 11, of Work Order No. 5. Lighting, signage and electrical wiring will be upgraded during the construction phases of the project. In addition, four-bar precision approach path indicators (PAPI) will be installed as well as lighted distance markers.
Phase II will be the actual construction of the 1000 foot runway 31 extension and associated taxiway A extension. This phase will most likely begin in the latter half of calendar year 2007. Phase III will be the 300’ extension of runway 13 plus the associated taxiway A extension. Phase III will be completed in calendar year 2008.
When all phases of the extension are complete, the length of runway 13/31 will be 6,300 feet. It will have all new electric wiring in conduit, runway lights, taxiway lights, signage, lighted distance markers, runway end identifier lights (REIL’s) and four (4) bar precision approach path indicator lights (PAPI’s).

2. Such alternative action as the Commission may deem appropriate
Fiscal Impact:
The cost for Work Order No. 5 is $681,538.00. Funds for this project are included in the Airport budget as part the Capital Improvement Plan.

A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE WORK ORDER NO. 5 WITH THE MEA GROUP, INC. FOR THE DESIGN AND ENGINEERING OF THE RUNWAY 13/31 EXTENSION PROJECT AT LEESBURG INTERNATIONAL AIRPORT; AND PROVIDING AN EFFECTIVE DATE.
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA:
THAT the Mayor and City Clerk are hereby authorized to execute Work Order No. 5 with The MEA Group, Inc., whose address is 9015 Town Center Parkway, Suite 105 Lakewood Ranch, Florida 34202, for design and engineering of the runway 13/31 extension project at Leesburg International Airport.
THAT this resolution shall become effective immediately.
PASSED AND ADOPTED by the City Commission of the City of Leesburg, Florida, at a regular meeting held the _27th____ day of __November______ 2006.
