Subject:                      Resolution authorizing execution of a Joint Participation Agreement with the Florida Department of Transportation for funding of the design and engineering for the extension of the FBO aircraft parking ramp at Leesburg International Airport

 

 

Staff Recommendation:

 

Staff recommends approval of the Joint Participation Agreement with the Florida Department of Transportation for funding of the design and engineering for the extension of the FBO aircraft parking ramp.

 

Analysis:

 

Last year approximately 70,000 square feet of general aviation ramp area was built adjacent to the line service building (FBO).  There is an additional 60,000 square feet that needs to be completed to allow for adequate space for parking of transit aircraft. 

 

The attached Joint Participation Agreement (JPA) from the Florida Department of Transportation (FDOT)  for $100,000.00 will allow for the design of the ramp and permitting through the St. Johns Water Management District and the Army Corps of Engineers.  Staff anticipates that funding for actual construction of the additional ramp area will be available from FDOT after July 1, 2007.  Construction is estimated to cost $650,000.00.  FDOT funding will pay for 80% of the cost of this project.

 

The design portion of the project will include the following:

1.  Design of the ramp area and associated stormwater runoff with retention area.

2.  A wash area for aircraft to include an oil/water separator.

3. A discharge system to allow transit aircraft with holding tanks to discharge into the City of Leesburg sanitary sewer system.

 

Options:

1.  Approval of the Joint Participation Agreement with FDOT

2.  Such alternative action as the Commission may deem appropriate

 

 

 

Fiscal Impact: 

 

The total project cost including design and construction is estimated to be $750,000.00.  The FY 05/06 budget included funding of $360,000.00 for ramp space.  Those funds will be rolled into FY 06/07 to be used for this project.  The balance of $390,000.00 will be moved from the “Ramp Area to Cracker Barrel” project as that project will not be constructed this year because FDOT will not provide funding for it at this time.  A budget amendment will be required for this transfer.

A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE A JOINT PARTICIPATION AGREEMENT WITH THE FLORIDA DEPARTMENT OF TRANSPORTATION FOR FUNDING OF THE DESIGN AND ENGINEERING FOR THE EXTENSION OF THE FBO AIRCRAFT PARKING RAMP AT LEESBURG INTERNATIONAL AIRPORT; AND PROVIDING AN EFFECTIVE DATE.

 

BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA:

 

            THAT the Mayor and City Clerk are hereby authorized to execute an agreement with the Florida Department of Transportation whose address is Special Projects Section – MS 4-549, 719 South Woodland Boulevard, Deland, Florida, 32720, for funding for the extension of the FBO aircraft parking ramp at Leesburg International Airport.

 

             THAT this resolution shall become effective immediately.
