Subject: Resolution Authorizing Certified Public Manager (CPM) Program Pay Incentives
Staff Recommendation:
Staff recommends approval of annual pay incentives of $1,000 for completion of Levels 1 – 4 (Certificate in Supervisory Management) and an additional $2,000 incentive payment for completion of Levels 5 – 8 (Certified Public Manager Designation) for the Certified Public Manager program offered by Florida State University. Staff further recommends the incentive payment be paid in quarterly lump sums payable in each year of employment following graduation. This amount will not be included as part of the employee’s salary for merit pay and pension purposes.
Analysis:
The CPM program was created in 1994 to assist state agencies to develop managers in an effort to enhance the quality and productivity of services delivered to the State of Florida. The program has been very successful, with more than 5,000 graduates.
The program seeks to balance the training of skills with educational concepts. Levels 1-4 emphasize skill building. Levels 5-7 emphasize broader concepts into a workable problem solving process. The entire program consists of eight 4-day classes, outside reading, job related projects, and tests. An average student will take 2 years to complete the course, provided they are willing to put in an average of 30 hours a month. Most of these hours are non-paid, evening and weekend hours, when the employee does the non-classroom assignments.
The City of Leesburg first started to participate in this educational program in November 2003. After a little more than 2 ½ years we have our first graduates.
We would like to recognize the hard work and perseverance of these employees, but more importantly we would like to encourage others within our organization to take part in this training program. The results have been documented by the State, and has resulted in improved services to citizens of the State. We expect similar results for our citizens.
This recommendation is also based on the City’s desire to continue to be a leading edge organization in the attraction and retention of the best employees. We have learned that when you give employees the opportunity for advancement, the opportunity to improve their skills; and the opportunity for promotion, you become an attractive place to work. This makes it possible for us to attract the best candidates for vacant positions, and it allows us to retain our best employees.
Staff conducted research regarding program incentives associated with the CPM program and found that several governmental entities have incentive programs associated with completion. Some incentives include:
· 3% increase in pay for employees completing the program
· A one-time $200 - $500 bonus to employees completing the program
· A 5% increase in pay upon completion of levels 1 – 4 and an additional increase of 5% upon completion of levels 5 – 8.
Our proposal, of $1,000 for completion of Levels 1 – 4 and an additional $2,000 incentive payment for completion of Levels 5 – 8 is neither the highest, nor the lowest of these incentive programs. We believe, however, that it fairly repays the employee for their investment of time and effort, and recognizes their increased value to the organization.
Even an employee, who had reached the top of their pay grade, would be entitled to receive the incentives as proposed. So the incentive is of greater value to a long-term employee.
Options:
1. Authorize the City Manager to pay incentives as recommended to graduates of the Certified Public Manager program.
2. Such alternative action as the Commission may deem appropriate
Fiscal Impact:
Although funds were not specifically appropriated in accordance with the adopted budget policy, funding should be available within the overall category budgets. Staff will review the budget at the end of FY 2007 to determine if an amendment is necessary.

A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF LEESBURG AUTHORIZING THE CITY MANAGER TO PAY INCENTIVES TO THE GRADUATES OF THE CERTIFIED PUBLIC MANAGER (CPM) PROGRAM BY FLORIDA STATE UNIVERSITY; AND PROVIDING AN EFFECTIVE DATE.
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA:
THAT the City Manager is hereby authorized to pay incentives of $1,000 for completion of Levels 1 – 4 and an additional $2,000 incentive payment for completion of Levels 5 – 8 of the Certified Public Manager (CPM) program by Florida State University.
THAT this resolution shall become effective immediately.
