Subject: Resolution authorizing execution of a Renewal and Amendment of Rental & Management Agreement with SunAir Aviation, Inc.
Staff Recommendation:
Staff recommends approval of the Renewal and Amendment of Rental & Management Agreement with SunAir Aviation, Inc.
Analysis:
The City of Leesburg and Sunair Aviation, Inc. originally entered into a Rental & Management Agreement dated December 9, 2002, for the leasing and management of certain tie down spaces at Leesburg International Airport. That agreement was renewed in December 2004 for a two year period. The attached renewal is for an additional six-month period ending on June 30, 2007. Thereafter, it will continue on a month-to-month basis unless terminated or amended. The renewal includes an increase in the fee SunAir pays to the City from $303.31 to $333.64 per month.
This amended agreement lists the tie down spaces that Sunair will not manage as well as a description of the area where the spaces are located. Sunair Aviation, Inc. will continue to provide the anchors, tie down ropes, and maintain the areas for safe, reliable tie down of aircraft. This agreement will allow the airport to offer and manage a greater number of tie down spaces during peak periods of higher activity. Sunair will no longer have grass tie downs to offer aircraft owners.
It should be noted that Triangle Aviation has requested that a portion of the tie-down spaces included in this agreement be allocated to them. This is consistent with their desire to open an FBO which is currently being negotiated with the City. Those negotiations will ultimately affect this agreement. However, it is estimated that it will be six months before their FBO is open for business and will need the tie-down spaces.
Options:
1. Approve the Renewal and Amendment of Rental & Management Agreement between the City of Leesburg and SunAir Aviation, Inc.
2. Such alternative action as the Commission may deem appropriate
Fiscal Impact:
This lease agreement will generate $2001.84 semi-annually to the airport

A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE A RENEWAL AND AMENDMENT OF RENTAL & MANAGEMENT AGREEMENT WITH SUNAIR AVIATION, INC. FOR TIE DOWN SPACES AT LEESBURG INTERNATIONAL AIRPORT FOR SIX MONTHS ENDING JUNE 30, 2007 THEN ON A MONTH TO MONTH BASIS THEREAFTER; AND PROVIDING AN EFFECTIVE DATE
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA:
THAT the Mayor and City Clerk are hereby authorized to execute a Renewal and Amendment of Rental & Management Agreement with SunAir Aviation, Inc. whose address is 8806 Airport Boulevard, Leesburg, Florida 34788, for tie down spaces at Leesburg International Airport.
THAT this resolution shall become effective immediately.
