3.A.1
AGENDA MEMORANDUM
Meeting Date: December 18, 2006
From: Mike Thornton, Purchasing Manager
Subject: Purchase
fromto
Davis Supply, Inc. for the Recreation & Parks Department to Provide Swimming
Pool Chemicals
Staff Recommendation:
Staff
recommends approval of the purchase to of swimming
pool chemicals from Davis Supply, Inc. for the
Recreation & Parks Department for $43,622.50.
Analysis:
The
City of Leesburg Water Department has provided chemicals to Venetian
Gardens and Dabney Pools for many years. However, tThe
Water Department does not have sufficient storage space to is no
longer able to accommodate this servicecarry
In
addition, Parks and Recreation has to purchase a number of additional
chemicals. It seems more efficient for them to purchase all of their chemicals
from a single vendor.
We approached the City’s current vendor and asked them to deliver directly to the pools, but they declined to provide service stating that our orders were not large enough to meet their minimums.
So we have liquid
chlorine loads large enough to efficiently supply both pools. and They
will no longer be provideing this service. The Water
Department currently obtains their chlorine from a vendor that is unable to
deliver to the pools because they do not meet their minimum requirements for
chlorine delivery.
The City
has identified an existing competitively bidprice
agreement between Lee County, Florida and Davis Supply, Inc. of Ocala,
Florida on which we can “piggy-back.”
The
Purchasing Division has reviewed the formal quotation
solicitation and deemed it acceptable as being an open,
fair, and competitive process was used. The City has received
permission from both entities to “piggy-back” on thisuse this
pricing agreement. This current price agreement
has been
extended and is now valid through September 2007, which
gives us sufficient time to complete our own bid. The current price
of sodium hypochlorite (chlorine) will beis $1.10 per
gallon. The chemicals to be purchased will include liquid chlorine, sulfuric
acid, sodium bicarbonate, DE, stabilizer, calcium, cyanuric acid, and
algaecide. These chemicals are necessary in the day-to-day operation of the
pools for balanced water chemistry.
Options:
1.
Approve the purchase to from Davis Supply,
Inc.
for in the amount of $43,622.50; or
2. Such alternative action as the Commission may deem appropriate
Fiscal Impact:
In
Fiscal Year 2007 a total of $38,132.00 hasve
been budgeted and is available for this purpose. The remaining funds are
available in another line item account and will be transferred to cover the
balance.
