Subject: Resolution authorizing an agreement with Welch Tennis Courts, Inc. to provide construction services to resurface the Palmetto and Susan Street tennis courts for the Parks and Recreation Department.
Staff Recommendation:
Staff recommends execution of the agreement with Welch Tennis Courts, Inc. for $29,800.
Analysis:
The purpose of this project is to contract with a vendor to resurface the tennis courts at the Palmetto Street and Susan Street tennis complexes. In addition to the resurfacing, the contractor will also be removing abandoned cement light poles that could pose a safety hazard.
Each complex consists of four regulation size doubles courts which need to be resurfaced to repair cracks in the court surfaces. The resurfacing will prevent possible further and significant damage to the courts caused by water penetration through existing cracks and worn sealant. Prior to resurfacing the courts the vendor will remove the abandoned light poles, properly repair the holes, and resurface the entire court area at each complex. The project will also include repainting all net hardware before it is reinstalled.
On November 9, 2006 the Purchasing Division issued Invitation to Bid number 70061 soliciting interested and qualified firms to submit a quote for the tennis court resurfacing. On November 27, 2006 five bid responses were received. The bid tabulation is attached for your review. The responses were evaluated and Welch Tennis Courts, Inc. was deemed the lowest responsive and responsible bidder.
Options:
1. Approve the attached resolution authorizing the execution of the agreement with Welch Tennis Courts, Inc. for $29,800, or
2. Such alternative action as the Commission may deem appropriate
Fiscal Impact:
Funds were budgeted in the current fiscal year. This project will be funded from the Parks and Recreation Improvement account as indicated.

A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE AN AGREEMENT WITH WELCH TENNIS COURTS, INC. TO PROVIDE CONSTRUCTION SERVICES TO RESURFACE THE PALMETTO AND SUSAN STREET TENNIS COURTS; AND PROVIDING AN EFFECTIVE DATE.
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA:
THAT the Mayor and City Clerk are hereby authorized to execute an agreement with WELCH TENNIS COURTS, INC., whose address is 4501 Old U.S. Highway 41, Sun City, Florida, 33586, for construction services to resurface the Susan Street and Palmetto Street Tennis Courts pursuant to bid number 70061.
THAT this resolution shall become effective immediately.
