Subject:                      Resolution authorizing an Extension of the State Homeland Security Grant

Staff Recommendation: 

Staff recommends approval of the  Modification to the 2005-2006 State Homeland security grant Program (SGSGP) Memorandum of Understanding.

Analysis:

The existing Memorandum of Understanding for the 2005-2006 State Homeland Security Grant Program expired August 30, 2006. On that date, we had not completed the authorized training and had not expended all of the authorized funds. The Division of the State Fire Marshal received authorization to extend the expiration date to allow participating agencies to receive the funds that were not expended prior to the August 30th date.

The City of Leesburg received an additional $2,057.82 after the August expiration date. The Division of the State Fire Marshal is requesting that we complete the modification to the MOU to document the receipt of the training reimbursement funds.

Options:

1.  Authorize the Mayor and City Clerk to execute the Modification of the MOU

2.  Such alternative action as the Commission may deem appropriate

Fiscal Impact: 

This presents no fiscal impact as we have already been reimbursed for the training that we have paid for after the August 30th. There was no matching funds requirement with this grant.

A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE AN EXTENSION OF THE EXISTING STATE HOMELAND SECURITY GRANT PROGRAM (SHSGP) MEMORANDUM OF UNDERSTANDING, AND PROVIDING AN EFFECTIVE DATE.

BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA:

            THAT the Mayor and City Clerk are hereby authorized to execute an extension of an existing agreement  with the State of Florida Department of Financial Services, Division of the State Fire Marshal, Bureau of Fire Standards and Training whose address is 11655 NW Gainesville Road, Ocala Florida 34482-1486 for reimbursement of training and overtime costs for technical rescue.

 THAT this resolution shall become effective immediately.
