Subject: Resolution endorsing “Lakexpress”
Staff Recommendation:
Staff recommends approval of a Resolution endorsing the Lake County Transit Operations Plan and recommendation to the Lake County Community Transportation Coordinator for implementation of the fixed route bus service “Lakexpress” for the six cities adjoining the U.S. Highway 441 corridor.
Analysis:
The Lake Sumter Metropolitan Planning Organization Board has reviewed and recommended approval of implementing the “Lakexpress” bus service to provide basic transit service to urbanized areas within Lake County. The Lake County Board of County Commissioners approved said resolution at their October 2006 meeting.
Options:
1. Approve staff recommendation, or
2. Such alternative action as the Commission may deem appropriate.

RESOLUTION NO._______________
A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA ENDORSING THE LAKE COUNTY TRANSIT OPERATIONS PLAN (TOP) AND PROVIDING A POSITIVE RECOMMENDATION TO THE LAKE COUNTY COMMUNITY TRANSPORTATION COORDINATOR (CTC) FOR THE IMPLEMENTATION OF THE FIXED ROUTE BUS SERVICE (HEREBY CALLED THE "LAKEXPRESS") FOR THE SIX CITIES ADJOINING THE U.S. HIGHWAY 441 CORRIDOR; AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, an efficient and adequately funded public transit system is critical to ensuring a healthy economy and livable community; and
WHEREAS, a public transit system provides access to life-essential goods and services for low-income, older, disabled and transportation disadvantaged residents of Leesburg; and
WHEREAS, a public transit system provides transportation to and from work, spurs economic development and job creation, and increases business activity, and will be a benefit to all Leesburg residents; and
WHEREAS, Lake County is an urbanized county with diverse travel needs within and across county borders and the City of Leesburg is part of the urbanized area of Lake County; and
WHEREAS, public transit offers all Lake County governments an invaluable tool for addressing growth management issues by enhancing mobility options and increasing capacity on existing roadways to mitigate the impacts of growth on the transportation infrastructure; and
WHEREAS, the TOP has been reviewed by and received a recommendation for approval from the Lake~Sumter MPO Board in September 2006 and received formal approval by the Lake County Board of County Commissioners in October 2006; and
WHEREAS, Lake County is implementing this spine bus service (“Lakexpress”) via the TOP that will provide a basic level of transit service to urbanized areas within Lake County and the municipalities, and
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF LEESBURG that:
The City of Leesburg hereby endorses the Lake County Transit Operations Plan and endorses the implementation of the fixed route bus service hereby called “Lakexpress”.
