Subject: Resolution authorizing an agreement with Shoemaker Construction, LLC to provide construction services to construct the Leesburg Gymnasium at Griffin Road for the Parks & Recreation Department
Staff Recommendation:
Staff recommends execution of the agreement with Shoemaker Construction Company, Inc. for $2,731,752.
Analysis:
The purpose of this project is to contract with a qualified firm to construct the Leesburg Gymnasium. The facility will be a 14,000 square foot building. 10,000 square feet will be dedicated for a regulation size basketball court and sports court area. The balance of the building will provide administrative offices, restroom facilities, equipment storage and a lobby area. This building will provide additional indoor facilities for the Parks & Recreation activities and programs.
On October 13, 2006 the Purchasing Division issued Invitation to Bid 70011 soliciting qualified firms for the construction of the Leesburg Recreational Facility. The Invitation to Bid was advertised in the Daily Commercial and The Orlando Sentinel. The bid was also posted on the Internet using Onvia by Demandstar. On December 6, 2006 five (5) bids were received. All five of the bids were reviewed and deemed responsive and responsible. The lowest bidder was selected. Negotiations on exception items, plan revisions, and a firm and final price commenced and were completed. The result of the negotiations is a final price of $2,731,752, which includes an 8% owner’s contingency. This will be tax-exempt direct-purchase project, so sales tax on high-dollar construction materials will be saved.
Options:
1. Approve the attached resolution authorizing the execution of the agreement with Shoemaker Construction Company, Inc. for $2,731,752; or
2. Such alternative action as the Commission may deem appropriate
Fiscal Impact:
Funds are available from the 2004 Capital Improvements Bond Issue via budgeted line item and line-item savings. Savings will be achieved by the elimination of the swimming pool and old library rehab projects. Since only $1,482,352.94 has been budgeted for the gymnasium, and total project costs are expected to be $3,581,741.00 (land, design, construction, FF&E, 8% contingency), $2,099,388.06 of the line items savings will be needed to award this project. The next budget amendment will include this change.

A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE A CONTRACT WITH SHOEMAKER CONSTRUCTION COMPANY, INC. FOR CONSTRUCTION OF THE GYMNASIUM ON GRIFFIN ROAD, PURSUANT TO BID NO. 70011; AND PROVIDING AN EFFECTIVE DATE.
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA:
THAT the Mayor and City Clerk are hereby authorized to execute an agreement with Shoemaker Construction Company, Inc. whose address is P.O. Box 1885, Sanford, FL 32772-1885, for construction of the Leesburg Gymnasium, pursuant to bid number 70011, for $2,731,752.
THAT this resolution shall become effective immediately.
