Subject: Resolution authorizing an agreement for grant funding from St. Johns River Water Management District for Lake Harris Water Quality Improvement Project/Venetian Gardens Stormwater BMP (Contract #SK469AA)
Staff Recommendation:
Staff recommends approval of Contract #SK469AA with St. Johns River Water Management District to secure grant funding in an amount not to exceed $44,244.00 for the construction of stormwater infrastructure and installation of a stormwater baffle box.
Analysis:
This grant secures matching funds from St. Johns River Water Management District for a drainage basin project in downtown Leesburg which discharges stormwater through the Venetian Gardens Canals to Lake Harris.
This proposed Water Quality Improvement Project includes:
· Installation of a second-generation baffle box;
· Install new stormwater culverts under W. Dixie Avenue to re-route local stormwater through the baffle box;
· Mill and resurface approximately 1200 square yards on W. Dixie Avenue where construction occurs; and
· Construct new outfall from the baffle box to the Venetian Garden Canals.
The baffle box will be installed underground on City owned land near the corner of W. Dixie Avenue and Lakeshore Drive. This project will reduce sediment, leaf litter, floating plastic, and nutrients that are currently discharged directly to Lake Harris.
Options:
1. Accept and enter into agreement with St. Johns River Water Management District, or
2. Such alternative action as the Commission may deem appropriate.
Fiscal Impact:
The
total cost of the project will be $191,610.00. This St.
Johns River Water Management District grant will secure matching funds for
construction of the project not to exceed $44,244.00. Additional grant funding
for this project
forproject for
$72,366.00 is available under Florida Department of Environmental Protection
Agreement No. G0210 presented separately. Fiscal impact to the City to
complete the project will be $75,000.00. This amount is funded in this year’s
budget and funds are available.

A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA, AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE AN AGREEMENT FOR GRANT FUNDING FROM ST. JOHNS RIVER WATER MANAGEMENT DISTRICT FOR LAKE HARRIS WATER QUALITY IMPROVEMENT PROJECT/VENETIAN GARDENS STORMWATER BMP (CONTRACT #SK469AA); AND PROVIDING AN EFFECTIVE DATE.
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA:
THAT the Mayor and City Clerk are hereby authorized to execute an agreement with St. Johns River Water Management District whose address is 4049 Reid Street, Palatka, FL 32177, for grant funding for Lake Harris Water Quality Improvement Project/Venetian Gardens Stormwater BMP (Contract #SK469AA).
THAT this resolution shall become effective immediately.
