Subject: Resolution authorizing an agreement for grant funding from Florida Department of Environmental Protection for Lake Harris Water Quality Improvement Project/Venetian Gardens Stormwater BMP (Agreement No. G0210).
Staff Recommendation:
Staff recommends approval of Agreement No. G0210 with the Florida Department of Environmental Protection to secure grant funding in an amount not to exceed $72,366.00, for construction of stormwater infrastructure and installation of a stormwater baffle box.
Analysis:
This grant secures matching funds from the Florida Department of Environmental Protection for a drainage basin project in downtown Leesburg which discharges stormwater through the Venetian Gardens Canals to Lake Harris.
This proposed Water Quality Improvement Project includes:
· Installation of a second-generation baffle box;
· Install new stormwater culverts under W. Dixie Avenue to re-route local stormwater through the baffle box;
· Mill and resurface approximately 1200 square yards on W. Dixie Avenue where construction occurs; and
· Construct new outfall from the baffle box to the Venetian Garden Canals.
The baffle box will be installed underground on City owned land near the corner of W. Dixie Avenue and Lakeshore Drive. This project will reduce sediment, leaf litter, floating plastic, and nutrients that are currently discharged directly to Lake Harris.
Options:
1. Accept and enter agreement with Florida Department of Environmental Protection, or
2. Such alternative action as the Commission may deem appropriate.
Fiscal Impact:
The
total cost of the project will be $191,610.00. This Florida Department of
Environmental Protection grant will secure matching funds for construction of
the project not to exceed $72,366.00. Additional grant funding for this
project for
$for $44,244.00
is available under St. Johns River Water Management District contract #SK469AA,
presented separately. Fiscal impact to the City will be $75,000.00. This
amount is funded in this year’s budget and funds are available.

A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA, AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE AN AGREEMENT FOR GRANT FUNDING FROM THE FLORIDA DEPARTMENT OF ENVIRONMENTAL PROTECTION FOR LAKE HARRIS WATER QUALITY IMPROVEMENT PROJECT/VENETIAN GARDENS STORMWATER BMP (AGREEMENT NO. G0210); AND PROVIDING AN EFFECTIVE DATE.
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA:
THAT the Mayor and City Clerk are hereby authorized to execute an agreement with the State of Florida Department of Environmental Protection, whose address is 3900 Commonwealth Blvd., Tallahassee, FL 32399-3000, for grant funding for Lake Harris Water Quality Improvement Project/Venetian Gardens Stormwater BMP (Agreement No. G0210).
THAT this resolution shall become effective immediately.
