Subject: Resolution authorizing a Memorandum of Understanding relating to traffic signal mast arm upgrades at the intersection of Martin Luther King Boulevard and US 441
Staff Recommendation:
Staff recommends approval of the Memorandum of Understanding with Florida Department of Transportation (FDOT) relating to traffic signal mast arm upgrades at the intersection of Martin Luther King (MLK) Boulevard and US 441.
Analysis:
The FDOT standard design for traffic signals calls for concrete poles and steel strain cables. The City has established a practice of requesting that FDOT upgrade all such signalization projects to mast arm types throughout the US 441/US 27 corridor. The City has agreed to fund the differential cost of such upgrades within the city limits.
FDOT is in the initial phases of design for the widening of the segment from MLK Boulevard north to Lake Ella Road. The only intersection within the city limits is that at MLK Boulevard. This Memorandum of Understanding, if approved, will cause FDOT to incorporate the mast arm upgrades into their design process for the intersection. At a future date, when design is completed and costs are known, FDOT will present a Locally Funded Agreement for the upgrade costs for approval by the City Commission. This construction project has not been funded by FDOT for construction in its current five-year plan, so the costs will be incurred by the City at some future date, likely to be at least five years in the future.
Options:
1. Approve the Memorandum of Understanding, or;
2. Such alternative action as the Commission may deem appropriate.
Fiscal Impact:
There is no fiscal impact at the present time, but the City will have to budget for the cost of the upgrade in some future year, depending upon the FDOT’s construction funding schedule. The project will be eligible for funding through the 27/441 CRA. This project is not on FDOT’s current five year construction funding program.

A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF LEESBURG AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE A MEMORANDUM OF UNDERSTANDING WITH THE STATE OF FLORIDA, DEPARTMENT OF TRANSPORTATION RELATING TO TRAFFIC SIGNAL MAST ARM UPGRADES AT THE INTERSECTION OF MARTIN LUTHER KING BOULEVARD AND US 441, AND PROVIDING AN EFFECTIVE DATE.
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA:
THAT the Mayor and City Clerk are hereby authorized to execute a Memorandum of Understanding with The State of Florida, Department of Transportation, whose address is 605 Suwannee Street Tallahassee, Florida 32399-0450 for traffic signal mast arm upgrades at the intersection of Martin Luther King Boulevard and US 441.
THAT this resolution shall become effective immediately.
